Book excerpt: The purpose of this paper is to study various e-procurement initiatives of Government of India and ascertain the importance of these measures in public procurements. The paper also aims to explore the ways in which these e-procurement initiatives would result in cost savings to exchequer by increasing operational efficiency, transparency, competition among bidders and organizational effectiveness during the recessionary times, especially through automation of manual processes. The research methodology followed included analysis based on an elaborate study of various government policies and guidelines and their impact. Fact findings are provided through journal articles, information hosted on government portals, statues, rules, regulations and government resolutions relating to e-procurement and government purchasing. Select case studies of various successful implementations of e-Procurements in India and informal interaction with various stake holders of e-Procurement system was also undertaken. The study concludes that though National e-Government Plan has been initiated by Government of India and various policy guidelines also exist to facilitate e-Procurement, further measures are necessary to promote and successfully implement e-Procurement for public purchases.

Book excerpt: With procurement accounting for 13% of GDP and a third of government expenditures on average in OECD countries, investing in appropriate processes to mitigate risks of waste and corruption leads to efficiency gains considering the financial stakes. In 2008 OECD countries committed to promoting transparency, integrity, good management as well as accountability in procurement with the adoption of the OECD Recommendation on Enhancing Integrity in Public Procurement. This assessment of progress made in OECD countries shows that as a result of austerity measures governments have been under tight budgetary constraints to provide smarter procurement, that is better service delivery at lower cost. Because environmental protection has become a growing societal imperative, the review of progress made shows that there is a strong political push in OECD countries to integrate environmental considerations in procurement. With the economic crisis, some governments have been tempted to use procurement to ease its socio-economic impact on societies by providing a substitute for direct social policies to support employment for specific communities. However few governments have invested in prioritising the objectives pursued through procurement, assessing their costs or benefits, and measuring their actual impact.

Book excerpt: The authors examine the effects on national welfare and market access of two public procurement practices-discrimination against foreign suppliers of goods and services and nontransparency of the procedures used to allocate government contracts to firms. Both types of policies have become prominent in international trade negotiations, including the Doha Round of the World Trade Organization (WTO) trade talks. Traditionally, the focus of international trade agreements has been on market access. However, many developing countries have opposed the launch of negotiations to extend the principle of nondiscrimination to procurement. As a result, the current focus in the Doha Round is on an effort to launch discussions on agreeing to principles of transparency in procurement. While transparency will not constrain the ability of governments to discriminate in favor of domestic firms, it could nonetheless improve market access by reducing corruption. The authors assess and compare the impact of eliminating discrimination and fostering greater domestic competition in procurement markets and enhancing transparency in state contracting. Their analysis concludes that greater domestic competition on procurement markets and greater transparency will improve economic welfare. But there is no clear-cut effect on market access of ending discrimination or improving transparency. This mismatch between market access and welfare effects may account for the slower progress in negotiating procurement disciplines in trade agreements than for traditional border measures such as tariffs, given that market access is the driving force behind trade agreements.
