Book excerpt: In the Southern African Development Community (SADC) Region, it is estimated that around 100 million people eat fish and other aquatic foods (molluscs, crustacea) regularly. Aquatic foods are generally the most affordable source of dietary animal protein containing essential fatty acids and micronutrients, and are therefore of overwhelming importance for food and nutrition security, particularly for poorer segments of the population, and for sustaining livelihoods and driving economic development. However, per capita consumption of aquatic foods in SADC (2015) at 11.3 kg/yr is 79 percent lower than the global average of 20.2 kg/yr; moreover, the high consumption rates in some of the island and coastal states mask the very low consumption rates of around 5 kg/capita/yr in the rest of the region. With rapid population growth, the gap between supply and demand of aquatic foods in most SADC countries continues to increase. Taking only fish into account, it is predicted that SADC Member States will collectively have a supply deficit by the mid-2020s of around 570 000 MT per year.

The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each devoted to one of the 17 SDGs. This volume addresses SDG 2, namely "End hunger, achieve food security and improved nutrition and promote sustainable agriculture" and contains the description of a range of related terms, to allow for a better understanding and foster knowledge. Our planet produces enough food to feed everyone. Malnutrition and hunger are the result of inappropriate food production processes, bad governance and injustice. SDG 2 seeks to guarantee quality and nutritious food to ensure healthy life by adopting a holistic approach that involves various actions targeting different actors, technologies, policies and programs. These initiatives have to face challenges coming from extensive environmental degradation, loss of biodiversity and the interrelated effects of climate change. This document identifies elements of a legislation that will encourage the emergence of a sustainable commercial aquaculture. The aquaculture law of an individual country must provide the operator with a secure right to conduct aquaculture operations, to the property on which the farm will be located, to good quality water and to the produce. It must also ensure environmental sustainability, through permit or licence systems, without imposing unnecessary costs on applicants. Only proposals with the potential for serious environmental harm should be subjected to a full environmental impact assessment. Environmental supervision must extend to controls over the use of exotic species and products from modern biotechnology including genetically modified organisms, disease control and health management and to any water quality concerns created by the proposed project. To minimise costs, countries are encouraged to adopt a single window approach for the numerous approvals usually required for an aquaculture operation and screen initial applications. They could also consider creating a single agency to promote aquaculture and to monitor the progress of applications. Aquaculture regimes of selected African countries are measured against the elements required to encourage sustainable commercial aquaculture, and improvements that are applicable to all countries in sub-Sahara are suggested.

Book excerpt: This volume, the second of three on commercial aquaculture in sub-Saharan Africa, discusses access to investment capital, one of the major obstacles to the development of a sustainable commercial aquaculture in this region. Among the key problems, are the excessively high interest rates on loans; bankers' perceptions that the industry is prone to failure; the lack of understanding by farmers of the financial options available, and limited information about other commercially successful aquaculture enterprises in this area. The study argues that banks need to take a less pessimistic view of the commercial viability of such enterprises, but that borrowers should also learn to formulate and develop a clear business plan, outlining how they intend to repay the loans requested. A number of options are available to improve the situation. Such as "no-collateral" strategies, through group lending, village banks and solidarity groups, that would persuade lenders of the committment of the those wishing to set up a commercial aquaculture business. Overall a need for legal and regulatory reform, along with the institution of government loan guarantees could help develop and improve the options for a commercially viable aquaculture business.

This paper suggests to measure aquaculture's contribution to a country's economy through the "aquaculture employment multiplier." While the document refers to "commercial aquaculture" throughout, the methodology developed can be applied to aquaculture in general.

Recognizing the critical importance of aquaculture, and the need to exchange and discuss reliable information to further enhance its contribution to sustainable development, the Food and Agriculture Organization of the United Nations (FAO), at the request of its Members, collaborated with the Network of Aquaculture Centres in Asia-Pacific and the Ministry of Agriculture and Rural Affairs of the People’s Republic of China, to organize the Global Conference on Aquaculture Millennium +20 (GCA +20), 22–25 September 2021, in Shanghai, the People's Republic of China. Under the theme “Aquaculture for food and sustainable development”, the GCA +20 aimed to bring stakeholders from government, business, academia, and civil society together to identify the policy and technology innovations, investment opportunities and fruitful areas of cooperation in aquaculture for food and sustainable development. A key output from the GCA +20 – the Shanghai Declaration on Aquaculture for Food and Sustainable Development – highlights the principles and strategic pathways to maximize sustainable aquaculture in achieving the SDGs, with a special focus on “Leaving no one behind”.
