Book excerpt: In his political guidelines for his Commission, President Juncker stated he would be a President of social dialogue. He underlined that "the social market economy can only work if there is social dialogue. Social dialogue suffered during the crisis years. Now it must be resumed at national and especially at European level". To deliver on this commitment, the Commission gave a new impetus to the involvement of social partners in EU policy and law-making and is promoting social dialogue as a key instrument for better governance and more effective social and economic reforms. In March 2015, 30 years after the beginning of the so-called "Val Duchesse" process, involving European social partners in building the internal market, the European Commission together with the social partners organised a high-level conference to kick off a "new start for social dialogue". The Commission called for a renewed partnership between social partners and the EU institutions to focus on a number of priorities to promote growth and create jobs. Over the last twelve months, the Commission, the Council, the European Parliament and the social partners have delivered on this new start through a number of concrete actions. This document outlines the most relevant elements of the progress made.
