At the same time, environmental problems have been recognized as a threat to national security. Although the military has been active both domestically and at its overseas installations in helping to achieve environmental security, little has been said or done about resolving environmental issues that arise during contingency operations. Drawing on the experience of Operation Uphold Democracy in Haiti, this paper argues that there must be improved recognition of environmental issues, appropriate assignment of responsibility to deal with these issues as part of the interagency process, and adequate resourcing of deploying military forces. Adopting this methodology will allow U.S. forces to serve as an environmental role model during contingency operations and enhance resolution of environmental problems that affect the stability and security of the host country. Finally, while there is always a danger of mission creep, joint force commanders should be provided with sufficient Humanitarian and Civic Assistance funds to pursue projects they consider vital to creating a stable and secure environment.

Book excerpt: Recent experiences in Iraq, Afghanistan, and the Balkans have highlighted the importance of environmental considerations. These range from protecting soldier health and disposing of hazardous waste to building water supply systems and other activities that help achieve national goals in the post-conflict phase of contingency operations. The Army has become increasingly involved with environmental issues in every contingency operation and must be better prepared to deal with them. This study assesses whether existing policy, doctrine, and guidance adequately address environmental activities in post-conflict military operations and reconstruction. Findings are based on reviews of top-level policy and doctrine, analysis of operational experience, extensive interviews with diverse Army personnel, and a review of operational documentation and literature. From these sources, a database of 111 case studies was created. The research showed that environmental concerns can have far-reaching and significant impacts on the Army, both direct and indirect, especially in terms of cost, current operations, soldier health, diplomatic relations, reconstruction activities, and the ultimate success of the operation or the broader mission. Some evidence suggests that environmental problems may have even contributed to insurgency in Iraq. Recommendations include updating current policy and doctrine to fully address environmental considerations in contingency operations; ensuring that contractors are carefully selected and managed; and transmitting proactive field environmental practices and lessons throughout the Army.

Book excerpt: Environmental Security (ES) is a term coined by Mr. Gary Vest - he defined it as a principle which seeks to strengthen national security by integrating environmental, safety and health considerations into defense policies. Mission accomplishment is paramount, but so is Environmental Security. How can commanders ensure mission success, protect the health and safety of their personnel, and protect the environment? To support these goals, this paper proposes an information framework comprised of two elements: (1) the Environmental Security Contingency Operations Model (ESCOM) - represents macro-level environmental security processes and key decision steps, and 92) the Commander's Environmental Security Checklist (CESC) - improves the execution of mission requirements. The model and checklist are tools designed to support the deployed commander's decision-making processes. The information deploying commanders need was developed from a review of relevant literature, then refined, based on feedback from experts in the civil engineering, environmental, and readiness fields. The ESCOM focuses on the context and supports unity of effort. The checklist addresses actions required to effectively train forces, plan for the contingency, and execute mission requirements. It should be integrated with other checklist procedures used by the commander, resulting in mission accomplishment and environmental protection.
