Book excerpt: This book provides information on the background and current status of the regimes intended to limit the spread of nuclear, chemical, and biological weapons and missiles. Weapons of mass destruction (WMD), especially in the hands of radical states and terrorists, represent a major threat to US national security interests. Multilateral regimes were established to restrict world trade in these goods and technologies and to monitor certain civil applications. The nuclear non-proliferation regime encompasses several treaties, extensive multilateral and bilateral diplomatic agreements, multilateral organisations and domestic agencies, and the domestic laws of participating countries. The nuclear regime represents a near-universal international consensus opposing any further spread of nuclear weapons. Since the beginning of the nuclear age, US leadership has played a decisive role in the development of the regime. The regime is being challenged from several directions, as demonstrated by the Indian and Pakistani nuclear detonations in 1998. Many observers believe the success of the nuclear non-proliferation regime should be a top priority and that its outcome will strongly influence the effectiveness of other regimes dedicated to controlling chemical and biological weapons and missiles.

Since the dawn of the nuclear age, U.S. leadership has been crucial in developing the regime. While there is almost universal international agreement opposing the further spread of nuclear weapons, several challenges to the regime have arisen in recent years: India and Pakistan tested nuclear weapons in 1998, North Korea withdrew from the Nuclear Nonproliferation Treaty (NPT) in 2003 and tested a nuclear explosive device in 2006, Libya gave up a clandestine nuclear weapons program in 2004, and Iran was found to be in non-compliance with its treaty obligations in 2005. The discovery of the nuclear black market network run by A.Q. Khan has spurred new thinking about how to strengthen the regime, including greater restrictions on sensitive technology. However, the possible extension of civil nuclear cooperation by the United States and other countries to India, a non-party to the NPT, has raised questions about what benefits still exist for non-nuclear-weapons states that remain in the treaty regime.

The book argues that the international nuclear export controls have developed in a sub-optimal way as a result of a non-proliferation collective action problem. This has resulted in competition among suppliers, owing to the absence of an overarching effective system of control. While efforts have been undertaken to address this collective action problem and strengthen controls over time, these measures have been inherently limited, it is argued here, because of the same structural factors and vested interests that led to the creation of the problem in the first place. This study examines international controls from the beginning of the nuclear age and early efforts to control the atom, up to more recent times and the challenge posed by Iranian and North Korean nuclear ambitions. Drawing on a rich body of original archival research and interviews, the book demonstrates that the collective action problem has restrained cooperation in preventing nuclear proliferation and that gaps persist in the international nuclear trade control regime. This book will be of much interest to students of nuclear proliferation and arms control, security studies, and International Relations.

Book excerpt: International efforts to prevent the spread of weapons of mass destruction (WMD)—including nuclear, biological, and chemical weapons—rest upon foundations provided by global treaties such as the Nuclear Non-Proliferation Treaty (NPT) and the Chemical Weapons Convention (CWC). Over time, however, states have created a number of other mechanisms for organizing international cooperation to promote nonproliferation. Examples range from regional efforts to various worldwide export-control regimes and nuclear security summit meetings initiated by U.S. president Barack Obama. Many of these additional nonproliferation arrangements are less formal and have fewer members than the global treaties. International Cooperation on WMD Nonproliferation calls attention to the emergence of international cooperation beyond the core global nonproliferation treaties. The contributors examine why these other cooperative nonproliferation mechanisms have emerged, assess their effectiveness, and ask how well the different pieces of the global nonproliferation regime complex fit together. Collectively, the essayists show that states have added new forms of international cooperation to combat WMD proliferation for multiple reasons, including the need to address new problems and the entrepreneurial activities of key state leaders.
