William S. Maclure (1763-1840) was a wealthy Philadelphia merchant, a radical social reformer, and our first scientific geologist. His huge collection of French Revolutionary publications is one of the greatest libraries of its kind to be formed during the period of the Revolution. Maclure bestowed the collection on the Philadelphia Academy of the Natural Sciences in 1821, and the Academy in turn gave the collection to the Historical Society of Philadelphia, In 1949 it was acquired by the University of Pennsylvania.

Book excerpt: In The Path Not Taken, Jeff Horn argues that—contrary to standard, Anglocentric accounts—French industrialization was not a failed imitation of the laissez-faire British model but the product of a distinctive industrial policy that led, over the long term, to prosperity comparable to Britain's. Despite the upheavals of the Revolution and the Napoleonic Wars, France developed and maintained its own industrial strengths. France was then able to take full advantage of the new technologies and industries that emerged in the "second industrial revolution," and by the end of the nineteenth century some of France's industries were outperforming Britain's handily. The Path Not Taken shows that the foundations of this success were laid during the first industrial revolution. Horn posits that the French state's early attempt to emulate Britain's style of industrial development foundered because of revolutionary politics. The "threat from below" made it impossible for the state or entrepreneurs to control and exploit laborers in the British manner. The French used different means to manage labor unruliness and encourage innovation and entrepreneurialism. Technology is at the heart of Horn's analysis, and he shows that France, unlike England, often preferred still-profitable older methods of production in order to maintain employment and forestall revolution. Horn examines the institutional framework established by Napoleon's most important Minister of the Interior, Jean-Antoine Chaptal. He focuses on textiles, chemicals, and steel, looks at how these new institutions created a new industrial environment. Horn's illuminating comparison of French and British industrialization should stir debate among historians, economists, and political scientists.

Book excerpt: In the 1789 Declaration of the Rights of Man and of the Citizen, French revolutionaries proclaimed the freedom of speech, religion, and opinion. Censorship was abolished, and France appeared to be on a path towards tolerance, pluralism, and civil liberties. A mere four years later, the country descended into a period of political terror, as thousands were arrested, tried, and executed for crimes of expression and opinion. In Policing Public Opinion in the French Revolution, Charles Walton traces the origins of this reversal back to the Old Regime. He shows that while early advocates of press freedom sought to abolish pre-publication censorship, the majority still firmly believed injurious speech--or calumny--constituted a crime, even treason if it undermined the honor of sovereign authority or sacred collective values, such as religion and civic spirit. With the collapse of institutions responsible for regulating honor and morality in 1789, calumny proliferated, as did obsessions with it. Drawing on wide-ranging sources, from National Assembly debates to local police archives, Walton shows how struggles to set legal and moral limits on free speech led to the radicalization of politics, and eventually to the brutal liquidation of "calumniators" and fanatical efforts to rebuild society's moral foundation during the Terror of 1793-1794. With its emphasis on how revolutionaries drew upon cultural and political legacies of the Old Regime, this study sheds new light on the origins of the Terror and the French Revolution, as well as the history of free expression.

Book excerpt: From 1795 through 1800, a series of revolts rocked Curaçao, a small but strategically located Dutch colony just off the South American continent. A combination of internal and external factors produced these uprisings, in which free and enslaved islanders particiapted with various objectives. A major slave revolt in August 1795 was the opening salvo for these tumultuous five years. While this revolt is a well-known episode in Curaçao an history, its wider Caribbean and Atlantic context is much less known. Also lacking are studies sketching a clear picture of the turbulent five years that followed. It is in these dark corners that this volume aims to shed light. The events discussed in this book fall squarely within the Age of Revolutions, the period that began with the onset of the American Revolution in 1775, was punctuated by the demise of the ancien régime in France, saw the establishment of a black state in Haiti, and witnessed the collapse of Spanish rule in mainland America. All of these revolutions seemed to converge by the late eighteenth century in Curaçao. The seven contributions in this volume provide new insights in the nature of slave resistance in the Age of Revolutions, the remarkable flows of people and ideas in the late eighteenth-century Caribbean, and the unique local history of Curaçao.
