The effort was achieved through fourprograms: the Statewide Systemic Initiatives (SSI), the Urban Systemic Initiatives(USI; focused on the 25 largest urban public school districts), the Local SystemicInitiatives, and the Rural Systemic Initiatives (RSI; consortia of rural schooldistricts in a specific geographic domain), and, over time, the NSF ComprehensiveRegional Centers for Minorities Program.This volume begins with a detailed retrospective of the programs¿ goals,elements, accountability structures, and progress that were realized, whilecomplying with a set of well-enumerated and uniformly employed programmaticanchors. These anchors ¿ four process and two outcome ¿drivers¿ ¿ wereintegral components of all systemic initiatives. Drawing on the findings of an arrayof external evaluation reports and case studies, the retrospective reviews theefficacy of systemic initiatives within the context of the specific program requirementsand varied environments. It also gives a window into the contributions ofspecific variables to program achievements. In this book, David Tyack and Larry Cuban explore some basic questions about the nature of educational reform. Why have Americans come to believe that schooling has regressed? Have educational reforms occurred in cycles, and if so, why? Why has it been so difficult to change the basic institutional patterns of schooling? What actually happened when reformers tried to reinvent schooling? Tyack and Cuban argue that the ahistorical nature of most current reform proposals magnifies defects and understates the difficulty of changing the system. Policy talk has alternated between lamentation and overconfidence. The authors suggest that reformers today need to focus on ways to help teachers improve instruction from the inside out instead of decreeing change by remote control, and that reformers must also keep in mind the democratic purposes that guide public education.

The book concludes discussing the implementation of such reforms as an evolutionary and learning process, characterized by four dimensions: the goals of the reform, the drivers of the reform, the reform strategy, and the mindsets about educational change which undergird the implementation strategy.
