Book excerpt: After four decades of the Constitution of 1976, the National Assembly of People's Power, was launched to produce a new Project of Constitution, which must be approved by a referendum in mid-November 2018. Before this referendum occurs, Cubans inside and outside the Island have been invited to express their opinions regarding the project. If it is done correctly, it will be a highly necessary exercise in self-criticism in order to give new legitimacy to Cuban governments, while at the same time extending the points of view beyond the party's offices in Havana. This constituent effort brings important changes. The biggest of them is that there is no mention of communism, also, although the popular property of the main media is maintained, the existence of various types of property is established, including private property. Regarding domestic policy: the executive power is divided between the head of state, which is maintained by the President of the Republic, and the head of government headed by a Prime Minister; the figure of the provincial governor appears, although the Municipal Administration Councils are maintained. In another tenor it offers to reinforce the defense of civil rights, emphasizes that the marriage of people of the same sex is allowed. There are many changes that are offered and many that are needed, however, the doors are opened to allow this type of change, we trust that the will of the assemblies will coincide with the new constitutional text.

Output is rebounding and inflation remains subdued. However, most end-December 2006 and end-March 2007 structural benchmarks have been missed, partly because of political tensions that slowed the legislature. The 2007 program, which targets 61⁄2 percent output growth and 5 percent inflation, caps the fiscal deficit at 3.1 percent of GDP and maintains a prudent monetary policy. The government plans to implement delayed structural measures under the program, and strengthen external debt management.
