Book excerpt: The objective of the Project is to facilitate the creation of an enabling environment in the small islands and coastal developing states of Caribbean Community (CARICOM) for climate change adaptation. Change of recipient and project implementing agency from CARICOM to the Caribbean Community Centre for Climate Change (CCCCC) which is strategically located in Belize. Under the restructured Project, the new implementing agency, the CCCCC, will be performing a restructured set of key activities for the Project which are derived from the activities performed by the former implementing agency and additionally will continue the execution of the existing Memoranda of Understanding (MOU) with the following institutions: 1) University of West Indies at Mona; 2) University of West Indies at St Augustine; 3) Caribbean Institute for Meteorology and Hydrology (CIMH); 4) the Centre for Marine Sciences (CMS); and 5) Caribbean Disaster Emergency Response Agency (CDERA). These institutions are currently carrying out activities for the project as it is described in the original grant agreement. It is not expected that the scope and number of activities to be carried out by these parties in the new MOUs will change.

Book excerpt: This paper examines debt dynamics in the Caribbean and discusses policy options for reducing the high debt levels. Based on empirical studies of factors underlying global large debt reduction episodes, important policy lessons are drawn for the Caribbean. The analysis shows that major debt reductions are associated with strong growth and decisive and lasting fiscal consolidation efforts. Since growth in the current environment is virtually nonexistent, significant fiscal consolidation is inevitable in the region. Better control of the public wage bill, increasing public sector efficiency and tackling transfers are the obvious targets to reduce spending. On the revenue side, there is ample room to reduce tax expenditures, eliminate distortions while broadening the tax base. Fiscal consolidation needs to be complemented by a comprehensive debt reduction strategy including tax policy reforms and structural reforms to boost competiveness.

Book excerpt: The objective of the Project is to establish and operate (as part of the broader program) an integrated and decentralized land administration system, composed of public and private entities, which provides users in the project area with accurate information on urban and rural land parcels and effective land administration services (e.g., purchases, mortgages, cadastral, and registry certifications) in a timely and cost-effective manner. The main focus of the restructuring is on ensuring that the original project outcome targets are achieved. While maintaining the same Project Development Objective (PDO), the restructuring responds to the urgent need to update project implementation arrangements in order to reflect the current national legal and institutional framework, and to modify selected outputs under component two. Since the project's board approval, the legal and institutional framework regulating land property rights in Honduras has changed substantially. At the time of project preparation, cadastre administration was under the responsibility of the Borrower's executive branch while the Borrower's judicial branch was responsible for the real estate registry. Therefore, the Ministry of Interior (SGJ) was selected as implementing agency and an agreement between SGJ and the Borrower's judicial branch was established. The property law (congressional decree 82-2004), published in the official gazette on June 29, 2004, established a new legal regime for land administration, and created a new entity, the property institute (IP), to oversee land administration in the country in an integrated manner, including cadastre administration and real estate registry. As a result, the Borrower is now requesting that SGJ be replaced with IP as implementing agency for the project.

It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

The analysis highlights the need for Caribbean economies to make a concerted effort to break the feedback loops between weak macroeconomic fundamentals, notably pertaining to fiscal positions and financial sector strains, and structural impediments, such as high electricity costs, limited financial deepening, violent crime, and brain drain, which have depressed private investment and growth. A recurring theme in the book is the need for greater regional coordination in finding solutions to address the Caribbean’s shared and intertwined macroeconomic and structural challenges. The analysis suggests that strengthening regional and global market integration of Caribbean economies would provide an impetus to sustained growth in incomes and jobs. Greater regional and global economic integration would also facilitate structural transformation and a shift toward new economic activities, resulting in more diversified and less vulnerable economies. A central challenge for the Caribbean is thus to come together as a region, overcome the limitations posed by size, and garner the benefits of globalization. Efforts should build on existing regional arrangements; accelerating progress in implementing these agreements would stimulate trade. Policymakers could also promote deeper integration with Latin America and the rest of the world by pursuing new trade agreements, leveraging current agreements more effectively, or deepening them to include areas beyond traditional trade issues, and developing port and transport infrastructure.
