Clay took command of the Seventh Air Force on 1 September 1970, he asked the question: "What actions are being taken by Seventh Air Force Headquarters when an increased threat is estimated at 7AF bases?" In reply the 7AF Director of Security Police (IGS) outlined the actions to be taken in the Republic of Vietnam (RVN) to protect U.S. Air Force installations from enemy attacks, and delineated the responsibilities required to protect those installations. Among the many U.S. Air Force installations in the RVN were several listed as critical to the success of the mission of the United States Air Force in Southeast Asia. The installations specified (not necessarily in order of priority) were as follows: Tan Son Nhut Airfield and the Headquarters 7th Air Force complex; Bien Hoa Air Base; Cam Ranh Air Base; Nha Trang Air Base; Da Nang Airfield; Binh Thuy Air Base; Pleiku Airport; LORAN (Long Range Aerial Navigation) Facility at Tan My; Det 9, 619th TCS Control and Reporting Post (CRP) at Ban Me Thuot; Det 11, 619th TCS CRP on Hon Tre Island (near Nha Trang); Phan Rang Air Base; Phu Cat Air Base; and 620th TCS Control and Reporting Center (CRC) at Monkey Mountain (Da Nang). U.S. Air Force security forces, Free World Military Assistance Forces (FWMAF), and Republic of South Vietnam Armed Forces (RVNAF) shared the responsibility to protect these installations. This report discusses the following topics: intelligence, base defense, manning the defense, foliage, minefields, lights and illumination, fencing and wire, bunkers, revetments, dogs, personnel, Tactical Security Support Equipment (TSSE), Project Safe Look, standoff weapons attack, standoff attack at Nha Trang, standoff attack at Phu Cat, sapper attack, sapper reconnaissance, sapper standoff attack. A chronology of significant attacks from January 1969 to July 1971 is included.

Book excerpt: The characteristics of the present conflict in Southeast Asia, wherein United States and allied forces are in constant and close proximity to enemy ground forces, are unique and unprecedented in recent U.S. military history. Military installations are in continuous likelihood of being attacked at a time and place of the enemy's choosing. The variety of strategies and tactics available to the enemy is limited only by the types and quantity of weapons at his disposal. He is inclined to select targets which provide the greatest payoff for the expenditures incurred. Much of the enemy activity, therefore, has been directed against air bases, since they present to him a concentration of lucrative targets. Initially, enemy action against air bases was usually in the form of attempted penetration of the base perimeter. Later, as perimeter defenses were improved, standoff attacks with mortar and rockets were favored by the enemy. As each change or improvement in base defense has taken place, the enemy has shifted the method and tactics of his attacks. Consequently, air base defense efforts in SEA have been an evolutionary development to provide the best level of security and defense against a spectrum of potential threats. Presenting a general analysis of overall USAF air base defense efforts, this CHECO report specifically addresses many facets which have limited or constrained the development of USAF air base defense. It analyzes selected major attacks to identify necessary changes occurring in base defense concepts and techniques, and outlines the development of the SAFE SIDE concept and the progress of Operation SAFE LOOK. Chapter VI prompts a comparison of USAF air base defense in the Republic of Vietnam with defenses in Thailand and the Republic of Korea.

It centers on the primary efforts of the United States Air Force and allied air units to defend 10 key air bases within the Republic of Vietnam. Bien Hoa, on 1 November 1964, was the first base to be attacked and until the cease-fire in January 1973, these bases suffered a total of 475 attacks. Although there were initial deficiencies in staff support for base defense in such key areas as intelligence, motor vehicles, weapons procurement and maintenance, communications, and civil engineering, significant improvements had been made by the end of the Air Force’s part in the war. The author, Lt. Col. Roger P. Fox, USAF (Ret.), wrote this volume while assigned to the Office of Air Force History. He brings judgments to his research based on his personal experience as a base security officer during the conflict. Thus, early on the morning of 4 December 1966, he rallied Air Force and South Vietnamese security forces to repel an enemy attempt to penetrate Tan Son Nhut Air Base, the center of Air Force operations in South Vietnam. For his gallantry in action on this occasion, he was awarded the Silver Star. This personal experience formed a foundation upon which he developed a keen insight into exploring the entire spectrum of air base defense, and upon which he has built a strong case for testing future plans and operations.

First modified and sent to Southeast Asia (SEA) in 1966 to replace theater unconventional warfare (UW) assets that were limited in both lift capability and speed the Talon I quickly adapted to theater UW tasking including infiltration and resupply and psychological warfare operations into North Vietnam. After spending four years in SEA and maturing into a highly respected UW weapons system the Joint Chief of Staff (JCS) chose the Combat Talon to lead the night low-level raid on the North Vietnamese prison camp at Son Tay. Despite the outcome of the operation the Talon I cemented its reputation as the weapons system of choice for long-range clandestine operations. In the period following the Vietnam War United States Air Force (USAF) special operations gradually lost its political and financial support which was graphically demonstrated in the failed Desert One mission into Iran. Thanks to congressional supporters like Earl Hutto of Florida and Dan Daniel of Virginia funds for aircraft upgrades and military construction projects materialized to meet the ever-increasing threat to our nation. Under the leadership of such committed hard-driven officers as Brenci Uttaro Ferkes Meller and Thigpen the crew force became the most disciplined in our Air Force. It was capable of penetrating hostile airspace at night in a low-level mountainous environment covertly to execute any number of unconventional warfare missions.

The air war s inauguration with the nickname Rolling Thunder followed an eleven-year American effort to induce communist North Vietnam to sign a peace treaty without openly attacking its territory. Thus, Rolling Thunder was a new military program in what had been a relatively low-key attempt by the United States to win the war within South Vietnam against insurgent communist Viet Cong forces, aided and abetted by the north. The present volume covers the first phase of the Rolling Thunder campaign from March 1965 to late 1966. It begins with a description of the planning and execution of two initial limited air strikes, nicknamed Flaming Dart I and II. The Flaming Dart strikes were carried out against North Vietnam in February 1965 as the precursors to a regular, albeit limited, Rolling Thunder air program launched the following month. Before proceeding with an account of Rolling Thunder, its roots are traced in the events that compelled the United States to adopt an anti-communist containment policy in Southeast Asia after the defeat of French forces by the communist Vietnamese in May 1954.
