Book excerpt: Waste prevention is the best waste management policy option, according to the waste hierarchy, the EU's main rule for the environmental ranking of waste management policies. Its main objective is to reduce waste generation, the environmental impacts of waste management and the hazardousness of the waste generated. It is mainly expressed as the aspiration to break the link between waste generation and economic growth (decoupling). To support this objective, the EU and all is Member States have put in place legislation that promotes activities in products' life cycles aimed at reducing the amount of waste generated. At the national level, these policies are described in national or regional waste prevention programmes, which have been in place in most of the countries examined since at least 2013.

This study seeks to map-out the flow of textile products in the three Nordic Countries, Denmark, Finland and Sweden, from the time they are put on the market until they are discarded. Based on the findings on the flows as well as on the perception of stakeholders, the study reviews and discusses government interventions that may be useful for the enhancement of textile waste prevention. Potential use of various policy instruments based on the concept of extended producer responsibility (EPR) is analysed. The study indicates a handful of areas where further research is needed in order to fine-tune policy actions that would best address the situation specific to the case countries.

Recent European policies have set framework conditions for implementing national waste prevention programmes and measures. Yet, waste generation is still increasing throughout Europe, both for total waste and key waste streams. Reducing waste requires a radical shift in production, consumer behaviour and reuse performance. This scoping study sets out to propose new waste policy measures to reduce waste generation in Europe. It considers trends in waste generation, explores enablers and barriers for waste prevention, and identifies best practice examples with upscaling opportunities based on desktop research and stakeholder consultation. This study covers all waste streams except food and packing waste. The analysis of the waste streams results in a prioritisation of the following: tyre waste, end-of-life vehicles, waste electrical and electronic equipment, construction and demolition waste, textile waste and municipal waste. The proposed measures for waste prevention include setting targets for waste reduction and preparation for reuse, introducing extended producer responsibility for additional waste streams, product traceability requirements and bans on the destruction of certain products. The initial assessment shows the expected effects of the proposed measures, quantitatively with regard to waste reduction and qualitatively with regard to environment and employment.

The review is stipulated in the European Union (EU) Waste Framework Directive (EU, 2008). This year′s review covers 30 out of the 36 national and regional waste prevention programmes that had been adopted by the end of 2015. In comparison with the previous reports, this edition reflects on the progress towards the implementation of prevention of a selected waste type: hazardous waste. Over the last 10 years or so, the better regulation of the identification, handling and management of hazardous waste has been one of the priorities of environmental policies in Europe and worldwide. Hazardous waste is a large, complex area of work, in particular for industrial processes in which economic factors represent an important incentive for both prevention and recycling. Distinguishing between these two areas is not always straightforward. There are two recurrent subjects that might have implications for this analysis: the ongoing changes in the classification of waste, and separate discussions about hazardous (ecotoxic) property. Changes in the classification of hazardous waste are expected to affect waste generation and management statistics. Hence, they have implications for establishing the baseline necessary for the quantitative monitoring and evaluation of prevention measures. For that reason, this analysis focuses mainly on qualitative aspects. Although the report looks at the generation figures at European and country levels, the statistics are used to determine the latest trends, rather than to provide an accurate account of the success of prevention.
