Book excerpt: Key findings of this report show that much progress has been made towards the goal of ending hunger. Yet, many countries continue to face moderate to high degrees of undernourishment, especially where economies made least progress in transitioning towards high-productivity, modern agriculture and non-farm economic development and where policy stances have been weak in promoting agricultural development, reducing gender inequalities, and improving infrastructure and basic social services. The decline in undernourishment has come with a rise in the prevalence in overweight and obesity. The spread of this form of malnutrition has come with dietary shifts towards the consumption of more animal-sourced and processed foods that have accompanied urbanization and income growth. By 2015, the vast majority of countries faced moderate to high prevalence of adult overweight, and this form of malnutrition is also on the rise in countries with still significant rates of child undernourishment. No country in the world is showing declines in the rate of adult overweight.

Book excerpt: This report provides a quantitative assessment of progress made towards the sustainable development goal of ending hunger and all forms of malnutrition since 1990. Using a cluster analysis, it categorizes country performance along three dimensions: (1) food security and nutrition outcomes; (2) structural drivers of food security and nutrition; and (3) past and present policy interventions in support of food security and nutrition. Book excerpt: At the heart of the 2030 Agenda was a promise to prioritize two objectives: to eradicate poverty and end hunger and malnutrition in all their forms. While global hunger, measured by the prevalence of undernourishment, had been on the decline, the absolute number of hungry people remained very high. In response, heads of states at the G7 Summit in Elmau in 2015 committed to lift 500 million people out of hunger and malnutrition by 2030 as part of a broader effort undertaken with partner countries to support the 2030 Agenda for Sustainable Development, i.e. Sustainable Development Goal (SDG 2) to end hunger and malnutrition by 2030. Nevertheless, the number of undernourished people in the world kept rising, from 653 million people in 2015 to 690 million people in 2019, highlighting the challenge of achieving the goal of Zero Hunger and malnutrition by 2030. This study reviews the food security situation and change therein in light of recent developments, including COVID-19. It also analyses to which extent G7 countries responded to the challenge and their commitment in terms of development assistance and outlines promising investment opportunities to meet the 2030 targets.

Unfortunately, the wide array of forms of intervention used creates serious difficulties in understanding its impacts on agricultural value chains and on the economy in general. This paper reviews recent work to increase transparency of agricultural support measures and to assess their impacts on key outcomes. To do this, it draws lessons from various studies on agricultural incentives, including the global Ag-Incentives database, studies exploring the link between agricultural incentives and value chain development, and studies exploring the links between agricultural incentives and environmental outcomes. Studies highlighted in the Report will allow future researchers to use the described methodologies and tools and apply them to different countries, different contexts, and different commodities. The key question is what policies, strategies, legislation and institutional arrangements have led to a transformed agricultural sector, effectively contributing to poverty alleviation and addressing malnutrition. The great majority of national policymakers within and outside the Asia-Pacific region are keen to understand the causes of agricultural development and transformation in successful countries in Asia. A large number of studies have been conducted and some of them link specific public policies and interventions to successful agricultural transformation. However, there seems to be lack of focus on the policy, legislative and institutional environments that have enabled or impeded agricultural transformation in Asia. National policymakers are likely to benefit significantly from adequate and convincing information on successful and relevant experiences in successful transformation. Countries are interested in what their neighbours and peers have done, and why some have achieved impressive results. The main purpose of this study is to take stock of public sector experiences in facilitating and enabling agricultural transformation in selected countries in Asia. The study focuses on key public sector interventions, in particular policies, legislation and institutional innovations, because these areas have so far not been adequately researched.

Book excerpt: In this paper we focus specifically on differences in the welfare impacts of COVID-19 on rural livelihoods between countries using nationally representative data that we disaggregate by food system typology. This typology captures key structural differences in the organization of rural economies and the vulnerabilities to rural livelihoods due to the COVID-19 pandemic and associated lockdown measures. In particular, we draw on household survey data collected from 54 countries through the World Bank’s COVID-19 High Frequency Monitoring Dashboard to generate descriptive data on COVID-19 impacts in rural areas across three dimensions: income, coping strategies and food security. These descriptive data are disaggregated into four food system categories and contextualized and validated through a systematic review of rigorous, survey-based studies of COVID-19 impacts in rural areas. Through this analysis, the report provides insights on how COVID-19 is influencing rural livelihoods, how its impacts vary between countries and food system typologies, and, ultimately, how policymakers and the international community need to respond in order to foster an inclusive and sustainable recovery.

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

The report also highlights that food insecurity is more than just hunger. For the first time, the report provides evidence that many people in the world, even if not hungry, experience moderate food insecurity as they face uncertainties about their ability to obtain food and are forced to compromise on the quality and/or quantity of the food they consume. This phenomenon is observed globally, not only in low- and middle-income countries but also in high income countries. The report also shows that the world is not on track to meet global nutrition targets, including those on low birthweight and on reducing stunting among children under five years. Moreover, overweight and obesity continue to increase in all regions, particularly among school-age children and adults. The report stresses that no region is exempt from the epidemic of overweight and obesity, underscoring the necessity of multifaceted, multisectoral approaches to halt and reverse these worrying trends. In light of the fragile state of the world economy, the report presents new evidence confirming that hunger has been on the rise for many countries where the economy has slowed down or contracted. Unpacking the links between economic slowdowns and downturns and food insecurity and malnutrition, the report contends that the effects of the former on the latter can only be offset by addressing the root causes of hunger and malnutrition: poverty, inequality and marginalization.
