Book Public Inquiries Policy Learning and the Threat of Future Crises

Download or read book Public Inquiries Policy Learning and the Threat of Future Crises written by Alastair Stark and published by Oxford University Press. This book was released on 2018-11-08 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the aftermath of major crises governments turn to public inquiries to learn lessons. Inquiries often challenge established authority, frame heroes and villains in the public spotlight and deliver courtroom-like drama to hungry journalists. As such, they can become high-profile political stories in their own right. Inquiries also have a policy learning mandate with big implications because they are ultimately responsible for identifying policy lessons which, if implemented, should keep us safe from the next big event. However, despite their high-profile nature and their position as the pre-eminent means of learning about crises, we still know very little about what inquiries produce in terms of learning and what factors influence their effectiveness in this regard. In light of this, the question that animates this book is as important as it is simple. Can post-crisis inquiries deliver effective lesson-learning which will reduce our vulnerability to future threats? Conventional wisdom suggests that the answer to this question should be an emphatic no. Outside of the academy, for example, inquiries are regularly vilified as costly wastes of time that illuminate very little while inside social scientists echo similar concerns, regularly describing inquiries as unhelpful. These commentaries, however, lack robust, generalizable evidence to support their claims. This volume provides evidence from the first international comparison of post-crisis inquiries in Australia, Canada, New Zealand, and the United Kingdom, which shows that, contrary to conventional wisdom, the post-crisis inquiry is an effective means of policy learning after crises and that they consistently encourage policy reforms that enhance our resilience to future threats.

Download or read book Burning Bush written by Stephen J. Pyne and published by Macmillan + ORM. This book was released on 2014-10-07 with total page 787 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the time of the continent's formation tens of millions of years ago as the Godwana twin of Antarctica, Australia has been dominated by fire much as its sister has been by ice. Now Stephen Pyne, one of our foremost environmental historians, proposes a major reinterpretation of the Australian experience by using fire and Australia to explain one another. He narrates the story of how fire came to Australia and interacted with the Australian biota and its human inhabitants, while at the same time he relates the planetary saga of fire as it has been played out on this special island continent. Much as the Aborigines exploited fire to remake their environment into something more usable, so Stephen Pyne exploits fire to transform the landscape of history into something more accessible, to use its transmuting power to extract new meaning out of familiar events. Pyne traces the impact of fire, from its initial influence on the evolving vegetation of the new continent, through its use by the Aborigines and the subsequent European settlers, to the holocaust of February 1983 known as Ash Wednesday, and he shows us that the dynamic nature of fire has made it a most powerful environmental determinant in Australia, shaping both its social and natural histories. In his critically acclaimed study of Antarctica, The Ice, Pyne explored the myriad dimensions of the cold continent; now Burning Bush offers us an equally absorbing examination of a continent informed by fire.

This edited book productively brings together scholars and senior public officials having direct experience in dealing with or researching on recent major natural disasters in the Asia-Pacific. The chapters focus on disaster preparedness and management, including pre-event planning and mitigation, crisis leadership and emergency response, and disaster recovery. Specific events discussed in this book include a broad spectrum of disasters such as tropical storms and typhoons in the Philippines; earthquakes in China; tsunamis in Indonesia, Japan, and Maldives; and bushfires in Australia. The book aims to generate discussions about improved risk reduction strategies throughout the region. It seeks to provide a comparative perspective across countries to draw lessons from three perspectives: public policy, humanitarian systems, and community engagement.

Book WILDFIRE AND COMMUNITY

Download or read book WILDFIRE AND COMMUNITY written by Douglas Paton and published by Charles C Thomas Publisher. This book was released on 2012 with total page 367 pages. Available in PDF, EPUB and Kindle. Book excerpt: Wildfires represent a growing threat to environments, to people, communities, and to societies worldwide, particularly in the United States, Southern Europe, and Australia. Recognition of this growing risk has highlighted a need to develop people's capacity to adapt to annually occurring events that could increase in frequency and severity over the coming years and decades. The goal of ensuring sustained levels of protective measures in communities susceptible to wildfire hazard consequences has proved to be elusive. This book examines why this is so and identifies ways in which sustained levels of preparedness can be facilitated. Major topics include: wildfire preparedness and resiliency in community contexts; socially disastrous landscape fires in southeastern Australia; landscape typology of residential wildfire risk; proactive human response to wildfires outbreak; forest fires in wildland-urban interface, wildfire risk management; “stay or go” policy in the line of fire; social dimensions of forest fire; the influence of community diversity; evaluating a community engagement initiative; response to fire threats; social media and resiliency; and building on lessons learned. Additional information includes the landscape fires in southeastern Australia, wildfire risk management in Portugal; fire preparedness in Greece, Cyprus, and the Pine Barrens in the northeastern United States. The findings of research programs being conducted in the United States, Australia, Europe, India and South America are presented. The book includes case studies on the analysis and proposed actions of the wildland-urban interface being faced by Central Chile and South America. This book will provide a comprehensive and systematic review of the wildfire preparedness research and its application to the development of risk communications and public education programs.

Book Natural Hazards and Disaster Justice

Download or read book Natural Hazards and Disaster Justice written by Anna Lukasiewicz and published by Springer Nature. This book was released on 2020-01-24 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores policy, legal, and practice implications regarding the emerging field of disaster justice, using case studies of floods, bushfires, heatwaves, and earthquakes in Australia and Southern and South-east Asia. It reveals geographic locational and social disadvantage and structural inequities that lead to increased risk and vulnerability to disaster, and which impact ability to recover post-disaster. Written by multidisciplinary disaster researchers, the book addresses all stages of the disaster management cycle, demonstrating or recommending just approaches to preparation, response and recovery. It notably reveals how procedural, distributional and interactional aspects of justice enhance resilience, and offers a cutting edge analysis of disaster justice for managers, policy makers, researchers in justice, climate change or emergency management.

  • Author : Roger Franklin
  • Publisher : Slattery Media Group

  • ISBN : 9781921778063
  • Pages : 286 pages

Download or read book Inferno written by Roger Franklin and published by Slattery Media Group. This book was released on 2010 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the words of Roger Franklin, fire can be "a curious, wonderful thing". On February 7, 2009, however, there was nothing wonderful about the flames that engulfed Victoria, killing 173 people and reducing several towns to dust. Franklin's book, INFERNO: THE DAY VICTORIA BURNED, is the first to explore the horrors of the day that will forever be known as Black Saturday. Not only does the author explain what happened that day - individual heroism, unimaginable tragedy, tales of towns all but wiped off the map - but also why it happened. The author examines the roles of the Victorian government, the CFA and the local councils that were so determined to protect roadside vegetation. He analyses the pros and cons of preventive burning, questions the merits of the state's controversial stay-or-go policy, and delves into the mind of an arsonist. Through it all, there is a clear message: failure was everywhere on Black Saturday. With bushfires a constant threat in Australian life, Franklin cites many important lessons that need to be learned if such a disaster is to be avoided in the future.

Book Sustainable Housing Reconstruction

Download or read book Sustainable Housing Reconstruction written by Esther Charlesworth and published by Routledge. This book was released on 2015-06-05 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: Through 12 case studies from Australia, Bangladesh, Haiti, Sri Lanka, Vietnam and the USA, this book focuses on the housing reconstruction process after an earthquake, tsunami, cyclone, flood or fire. Design of post-disaster housing is not simply replacing the destroyed house but, as these case studies highlight, a means to not only build a safer house but also a more resilient community; not to simply return to the same condition as before the disaster, but an opportunity for building back better. The book explores two main themes: Housing reconstruction is most successful when involving the users in the design and construction process Housing reconstruction is most effective when it is integrated with community infrastructure, services and the means to create real livelihoods. The case studies included in this book highlight work completed by different agencies and built environment professionals in diverse disaster-affected contexts. With a global acceleration of natural disasters, often linked to accelerating climate change, there is a critical demand for robust housing solutions for vulnerable communities. This book provides professionals, policy makers and community stakeholders working in the international development and disaster risk management sectors, with an evidence-based exploration of how to add real value through the design process in housing reconstruction. Herein then, the knowledge we need to build, an approach to improve our processes, a window to understanding the complex domain of post-disaster housing reconstruction.
