Book excerpt: A hearing before the oversight committee for the District of Columbia (D.C.) public schools provided the opportunity for several senators and educators to comment on the progress of educational reform in the District's public schools. The hearing was held at a time when the opening of the city's public schools was delayed because of their many safety and code violations. Representative Richard K. Armey spoke about the conditions in the D.C. schools and discussed the school choice legislation he has sponsored. Jeanne Allen, president of the Center for Education Reform, discussed charter schools and emphasized that the priorities of the public school system are not consistent with fundamental education reform. Nina Shokraii of the Heritage Foundation advocated vouchers to allow parents to send their children to schools of their choice. Kent B. Amos discussed a proposal to change the funding of charter schools in the District of Columbia. Bruce K. MacLaury, Chairman of the Emergency Transition Education Board of Trustees of the District of Columbia Public Schools, presented the views of the transitional board about the progress toward school reform in the city's schools and offered support for charter schools. General Julius W. Becton, Jr., the appointed Superintendent of Schools, discussed the condition of the schools in general and outlined some improvements made under his administration, focusing on the ongoing physical plant repairs. An appendix contains the District of Columbia Student Opportunity Scholarship Act of 1997 and some supporting statements, including prepared remarks of those who testified at the hearing. (SLD)

Available in PDF, EPUB and Kindle. Book excerpt: Biodiversity is in accelerated decline and urgent action is needed. In 2020, the Strategic Plan for Biodiversity ended, and none of its Aichi Targets were met. Despite the legally disappointing situation on a global level, the role of national courts in adjudicating climate change litigation is showing potential for effective mitigation and adaptation, and judges have become key actors in linking internationally agreed goals with tangible national commitments to mitigate climate change. Can this pursuit of globally agreed goals at a local level be transposed and lead a similar trend for biodiversity governance? This edited collection gives readers an overview of the shape and reach of biodiversity litigation, drawing on specific case studies from countries such as Brazil, China, India and Canada. It considers two questions: Firstly, what is the influence of international biodiversity law on biodiversity litigation? Secondly, what are the trends of biodiversity litigation? Leading experts discuss these questions from the perspective of developing, developed and mega bio-diverse countries, promoting the concept of biodiversity litigation as a common notion of environmental law, and arguing for more creative legal thinking when dealing with and analysing biodiversity-related disputes.

Book Institutions Livelihoods and the Environment

Download or read book Institutions Livelihoods and the Environment written by Per Ronnås and published by NIAS Press. This book was released on 2001 with total page 434 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the recent economic crisis, mainland Southeast Asia continues to experience increasing economic integration of previously isolated rural hinterlands, especially in the upland areas of Lao PDR, Thailand, Vietnam, Cambodia, and Yunnan in China, where demographic pressures together with the development of infrastructure and increased market-orientation of production combine to bring about significant economic and social change in rural areas. These changes have also led to significant environmental degradation such as deforestation, disturbance of water flows, and depletion of biodiversity resources. These and other related issues are addressed in this volume.

Book Education and Health in Sub Saharan Africa

Download or read book Education and Health in Sub Saharan Africa written by and published by World Bank Publications. This book was released on 2001-01-01 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book discusses the prevalent process of commodity market reform in the specific context of cocoa, coffee, cotton, grains and sugar markets, and provides lessons by selectively drawing on cross-country experience in those markets. The commodity markets covered in this book deserve special attention for the following reasons. A? They play an important role in many developing countries. A? These markets illustrate how well special features can influence the reform process and illustrate the importance of taking initial conditions into account when designing reform. A? Experience from commodity markets illustrates how long-standing interventions can crowd out markets and institutions geared toward the support of private markets. A? Close examination of liberalization at the commodity level shows the practical ways that changes in marketing systems can result in a shift in political power away from the government and toward the private sector in the design and implementation of commodity subsector policies. This book focuses on commodity-specific conditions that quickened or slowed the pace of reform and looks at the relationship between changing markets and institutions. It argues that the benefits of market reform and trade liberalization are only fully realized when the supporting factor markets and the institutions work.
