The Sourcebook draws on a wide range of experience from World Bank, Food and Agriculture Organization (FAO), International Fund for Agricultural Development (IFAD), and other donor agencies, governments, institutions, and groups active in agricultural development. The Sourcebook looks at: access to and control of assets; access to markets, information and organization; and capacity to manage risk and vulnerability through a gender lens. There are 16 modules covering themes of cross-cutting importance for agriculture with strong gender dimensions (Policy, Public Administration and Governance; Agricultural Innovation and Education; Food Security; Markets; Rural Finance; Rural Infrastructure; Water; Land; Labor; Natural Resource Management; and Disaster and Post-Conflict Management) and specific subsectors in agriculture (Crops, Livestock, Forestry, and Fisheries). A separate module on Monitoring and Evaluation is included, responding to the need to track implementation and development impact. Each module contains three different sub-units: (1) A Module Overview gives a broad introduction to the topic and provides a summary of major development issues in the sector and rationale of looking at gender dimension; (2) Thematic Notes provide a brief and technically sound guide in gender integration in selected themes with lessons learned, guidelines, checklists, organizing principles, key questions, and key performance indicators; and (3) Innovative Activity Profiles describe the design and innovative features of recent and exciting projects and activities that have been implemented or are ongoing.

Book excerpt: The Women, Peace and Security (WPS) agenda is comprised of the policies, protocols and practices enacted by a wide range of actors inspired by, or under the auspices, of the UN Security Council resolutions adopted under the title of ‘women and peace and security’. Since the adoption of the first resolution in 2000, resolution 1325, there have been nine others, each of which elaborates or extends aspects of the original resolution. This book provides a forward-looking collection of scholarship on the WPS agenda in two halves. The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. The essays presented in the second half of the book also engage questions of knowledge production, documenting the exploratory methods in use in WPS scholarship, and highlighting those topics engaged at the hinterlands of what is a broad field – topics that gesture at the future of research in this area. The chapters in this book were originally published as special issues of the International Feminist Journal of Politics.

The assessment of three loans in Viet Nam found that positive gender equality results were achieved due to the implementation of gender action plans. Gender action plans were effective tools for ensuring that both women and men participated in and benefited from projects. Gender equality results and gender action plans contributed directly to achieving loan outcomes and improved project effectiveness. This report discusses the gender equality results achieved for each project, summarizes factors that enhanced the quality of project design and implementation, and makes recommendations to maximize gender equity as a driver of change.

Book excerpt: The principle of policy coherence has been the object of a contentious debate in the European Union’s external relations, though discussions have been mainly limited to its foreign policy and its ability to speak with one voice in the international arena. Despite being institutionalised in the Treaty of Maastricht, policy coherence for development (PCD), which implies taking into account the needs and interests of developing countries in non-aid policies, failed to make headway in the European Union, remaining the unheeded concern of some NGOs and a small group of Member States. A change of direction occurred in the early 2000s when the European Commission, taking advantage of a number of favourable conditions and using an astute strategy, managed to set an ambitious agenda for the European Union. This volume analyses the linkages between aid and various non-aid policies, namely trade, agriculture, fisheries, security, migration, and the social dimension of globalisation. Available in PDF, EPUB and Kindle. Book excerpt: Beyond the Enclave sets out to unravel the contradiction of a country, Zimbabwe, where a rich, diverse resource base co-exists with endemic poverty. One reason lies in the colonial economy, which was predicated on an ideology of white supremacy, creating an enclave formal economy employing one-fifth of the labour force. Yet over three decades after independence, the non-formal segment has become even more entrenched. This book assesses Zimbabwe's economy through three main phases: 1980- 0 when a strong social policy framework proved difficult to sustain due to erratic growth, and 1991- 6, when "structural adjustment" demanded a market-driven approach to development. The third phase is characterized by crisis-management leading to policy inconsistencies and reversals. Not surprisingly, such incoherence saw the economy descend into hyperinflation and paralysis in 2007- 8, leading to the signing of the Global Political Agreement in September 2008. In the absence of formal dollarization, economic recovery after the adoption of the multi-currency regime has remained fragile, leaving an estimated 70 per cent of the population outside the banking system. This has further entrenched uneven (enclave) growth as the economy remains locked in a low-income poverty trap. There is a need to facilitate transition towards formality to promote decent jobs. Furthermore, a strategic, developmental role for the state in the economy is now widely recognized as vital for development. Beyond the Enclave argues for a new approach to development in Zimbabwe based on pro-poor and inclusive strategies, which will contribute to the well-being of all of its citizens and wise stewardship of its resources. It offers suggestions on policy formulation, implementation, monitoring and evaluation in all sectors, designed to promote inclusive growth and humane development.
