Book excerpt: Scientific evidence shows that most glaciers in South Asia's Hindu Kush Himalayan region are retreating, but the consequences for the region's water supply are unclear, this report finds. The Hindu Kush Himalayan region is the location of several of Asia's great river systems, which provide water for drinking, irrigation, and other uses for about 1.5 billion people. Recent studies show that at lower elevations, glacial retreat is unlikely to cause significant changes in water availability over the next several decades, but other factors, including groundwater depletion and increasing human water use, could have a greater impact. Higher elevation areas could experience altered water flow in some river basins if current rates of glacial retreat continue, but shifts in the location, intensity, and variability of rain and snow due to climate change will likely have a greater impact on regional water supplies. Himalayan Glaciers: Climate Change, Water Resources, and Water Security makes recommendations and sets guidelines for the future of climate change and water security in the Himalayan Region. This report emphasizes that social changes, such as changing patterns of water use and water management decisions, are likely to have at least as much of an impact on water demand as environmental factors do on water supply. Water scarcity will likely affect the rural and urban poor most severely, as these groups have the least capacity to move to new locations as needed. It is predicted that the region will become increasingly urbanized as cities expand to absorb migrants in search of economic opportunities. As living standards and populations rise, water use will likely increase-for example, as more people have diets rich in meat, more water will be needed for agricultural use. The effects of future climate change could further exacerbate water stress. Himalayan Glaciers: Climate Change, Water Resources, and Water Security explains that changes in the availability of water resources could play an increasing role in political tensions, especially if existing water management institutions do not better account for the social, economic, and ecological complexities of the region. To effectively respond to the effects of climate change, water management systems will need to take into account the social, economic, and ecological complexities of the region. This means it will be important to expand research and monitoring programs to gather more detailed, consistent, and accurate data on demographics, water supply, demand, and scarcity.

It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Issues that were addressed in discussions included: 3⁄4 Water scarcity: agreement on key definitions. 3⁄4 The conceptualisation of water scarcity in ways that are meaningful for policy development and decision-making. 3⁄4 The quantification of water scarcity. . 3⁄4 Policy and technical response options available to ensure food security in conditions of water scarcity. . 3⁄4 Criteria and principles that should be used to establish priorities for action in response to water scarcity in agriculture and ensure effective and efficient water scarcity coping strategies.

The framework applies to water resource use at three levels of analysis: a use level such as an irrigated field or household, a service level such as an irrigation or water supply system, and a water basin level that may include several uses. Water accounting terminology and performance indicators are developed and presented with examples at all the three levels. Concepts and terminologies presented are developed to be supportive in a number of activities including: identification of opportunities for water savings and increasing water productivity; developing a better understanding of present patterns of water use and impacts of interventions; improving communication among professionals and communication to non-water professionals; and improving the rationale for allocation of water among uses. It is expected that with further application, these water accounting concepts will evolve into a robust, supporting methodology for water basin analysis.

Book excerpt: This report is the presentation of the methodology applied in Italy to spatially disaggregate the computation of the level of water stress from the national to the subnational scale (SDG indicator 6.4.2). Compared to the national assessment, which results in a low level of water stress in the country, the spatial disaggregation of the indicator by the hydrological unit highlighted the presence of basins affected by water stress exceeding 60 per cent (district of the Po river basin). The analysis was performed considering the long-term average of the available fresh water resources calculated on different reference periods (1951-2020, 1961-90, 1991-2020), and this put in evidence the impact of climate change on the level of water stress. This report is part of the series SDG 6.4 MONITORING SUSTAINABLE USE OF WATER RESOURCES PAPERS that collects all the achievements on SDG 6.4. The study was implemented by the Italian Institute for Environmental Protection and Research (ISPRA), responsible for the model and data used to assess the total renewable freshwater resources, and the Italian National Institute of Statistics (ISTAT), which has provided the methodology and the official statistics related to water withdrawals by economic sector (Agriculture, Services, and Industry). The study is the outcome of an agreement between FAO and ISPRA under the Integrated Monitoring Initiative for SDG 6 (IMI-SDG6), designed to produce a map of Italy showing the SDG indicator 6.4.2 “Level of water stress: freshwater withdrawal as a proportion of available freshwater resources” disaggregated at river basin district level.
