Book excerpt: Excerpt from Progress and Economic Problems in Farm Mechanization While the term mechanization embraces every form of farm equipment from the simplest to the most complex, the statistical in formation available makes it necessary to confine quantitative analysis to tractors and other factory-produced equipment. The wide di versity of this machinery and the lack of uniformity in national statistics further complicate any detailed comparison of particular items of equipment other than tractors. Statistical reports frequently do not distinguish between tractors used for agricultural and non agricultural purposes, and most of them do not record the types and sizes of the machines. Under the circumstances, tractors only are expressed in units in this publication; other types of factory-produced equipment are measured in terms of market value. The latter in olude tillage and cultivating implements, seeding and harvesting equipment, Sprayers and dusters, barnyard equipment, dairy farm requisites, and spare parts, but not irrigation pumps and stationary engines. In much of the discussion the tractor has been used as the symbol of power-operated equipment in general. The work is con cerned with the economics of organization and management of farms, use of capital and labor in agriculture, production and conservation practices, adjustments in production and resource use, farm financial problems of credit and insurance, and appraisal of alternative production policies and programs. A continuing major problem in agriculture is the adjustment of production, both in the aggregate and for major commodities, to market outlets. Achieve ment of economic balance in agriculture and adequate returns to farmers is likely to continue to be difficult over the next 5 to 10 years as we strive to match the increasing capacity of agriculture to produce with the food and fiber requirements of a larger U. S. Population and expanding outlets for exports and Food for Peace programs. Farms are decreasing in number and increasing in size and degree of specialization. Farm machinery, ferti lizers, and other innovations, are substituting for land and labor. Coupled with rising farmland values, these developments necessitate large and increasing capital investments per farm, and alter farm credit and insurance needs. Increasing dependence on purchased inputs and on cash markets for products make net income increasingly vulnerable to changes in prices of both inputs and outputs. These trends challenge the most rigorous research in the field of farm economics. Results of research in this field are widely used as aids in management and policy decisions at the farm, area, regional, State, and national levels. These trends, along with continued concern over the use and conservation of the Nation's land and water resources, and with growing concern over the problems of rural people, especially those in chronically depressed areas, challenge the most rigorous research in the field of farm economics. Results of farm economics research are used-widely as aids in management decisions at the farm, area, regional, State, river basin, and national levels. Farm economics research is conducted by the Farm Economics Division, Economic Research Service, U. S. Department of Agriculture; by all of the State experiment stations; and to a lesser extent by such other organiza tions as private research foundations, commercial research companies, universities, trade associations, banks, and other businesses. Given the unique characteristics of each country and the diverse needs of Africa due to the ecological heterogeneity and the wide range of farm sizes, the framework avoids being prescriptive.
