The rapid transformation of the global innovation landscape presents tremendous challenges as well as important opportunities for the United States. This report argues that far more vigorous attention be paid to capturing the outputs of innovation - the commercial products, the industries, and particularly high-quality jobs to restore full employment. The authors define wealth as all assets net of liabilities that can contribute to well-being, and they provide examples of many forms of capital – physical, financial, human, natural, social, and others. They propose a conceptual framework for rural wealth creation that considers how multiple forms of wealth provide opportunities for rural development, and how development strategies affect the dynamics of wealth. They also provide a new accounting framework for measuring wealth stocks and flows. These conceptual frameworks are employed in case study chapters on measuring rural wealth and on rural wealth creation strategies. Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured. Several key hypotheses are proposed about the process of rural wealth creation, and these are investigated by case study chapters assessing common rural development strategies, such as promoting rural energy industries and amenity-based development. Based on these case studies, a typology of rural wealth creation strategies is proposed and an approach to mapping the potential of such strategies in different contexts is demonstrated. This book will be relevant to students, researchers, and policy makers looking at rural community development, sustainable economic development, and wealth measurement.

Investigating these issues in depth will help us understand how the state can play a role in propelling an economy forward. The book also compares the different ways in which three states in southern India have established their software industries, illuminating the multiple pathways that are available to developing regions for industrial development, as well as how they affect the type and structure of the industry that evolve. In this first comprehensive study of the role of regional policies in the development of software industry in India, Rajendra Kumar explains the success of these states in terms of four critical factors: availability of adequate skilled labor and specialized infrastructure, pro-employer labor and policy reforms, ethnic linkages of immigrant professionals abroad who returned to establish firms in their native states, and their existing technological capabilities at the beginning of reforms. Contrary to common explanations in the literature, the state did not play a significant role in providing specialized R&D or finance to the industry. He also presents a new "Competitive Flexibility" model and shows that increasing globalization presents tremendous opportunities for developing regions to become globally competitive in a hi-tech field. This is an important book for all scholars and policy makers interested in economic development through high-technology-based industries.

Traditional theories of regional development have failed to account for innovation and longrun structural change. They have ignored the role of corporate strategy and the existence of market power. Markusen's profit-cycle theory provides a key to understanding how, why, and when a region's leading industries undergo major changes. The theory is synthetic, building upon Schumpeterian and Marxist work on innovation and capitalist dynamics, upon the product cycle theories of business economists, and upon theories of oligopolistic behavior. Markusen argues that changing sources of profitability along an industry's evolutionary path will first concentrate and later disperse production geographically, setting in motion a methodically destabilizing process for regional economies. The profit-cycle theory is tested in depth against the steel sector's experience over a century, and against the experiences of sectors in different stages of development, ranging from innovative ones like semiconductors and computers, to mature and troubled sectors like automobiles, textiles, and lumber. The temporal and crosssectional data drawn from the census of manufactures support the theory and its spatial hypotheses. In a final chapter Markusen explores the implications of the research for regional development.

This study focuses on the significant activity at the state level, with the goal of improving the public's understanding of key policy strategies and exemplary practices. Based on a series of workshops and conferences that brought together policymakers along with leaders of industry and academia in a select number of states, the study highlights a rich variety of policy initiatives underway at the state and regional level to foster knowledge based growth and employment. Perhaps what distinguishes this effort at the state level is most of all the high degree of pragmatism. Operating out of necessity, innovation policies at the state level often involve taking advantage of existing resources and recombining them in new ways, forging innovative partnerships among universities, industry and government organizations, growing the skill base, and investing in the infrastructure to develop new technologies and new industries. Many of these initiatives are being guided by leaders from the private sector and universities. The objective of Best Practices in State and Regional Innovation Initiatives: Competing in the 21st Century is not to do an empirical review of the inputs and outputs of various state programs. Nor is it to evaluate which programs are superior. Indeed, some of the notable successes, such as the Albany nanotechnology cluster, represent a leap of leadership, investment, and sustained commitment that has had remarkable results in an industry that is actively pursued by many countries. The study's goal is to illustrate the approaches taken by a variety of highly diverse states as they confront the increasing challenges of global competition for the industries and jobs of today and tomorrow.

Regional scientists in particular have developed a comprehensive tool-kit of methodologies to measure and monitor regional economic characteristics such as industry sectors, employment, income, value of production, investment, and the like, using both quantitative and qualitative methods of analysis, and focusing on both static and dynamic analysis. The 'father of regional science', Walter lsard, was the first to put together a comprehensive volume on techniques of regional analysis (Isard 1960), and since then a huge literature has emerged, including the many titles in the series published by Springer in which this book is published.

Industrial Development for the 21st century examines the new challenges and opportunities arising from globalization, technological change and new international trade rules. The first part focuses on key sectors with potential for developing countries, focussing on two key themes. First, traditional points of entry for late industrializers - like textiles and clothing - have become even more intensely competitive than ever before, requiring more innovative adaptive strategies for success. Second, countries now recognize that manufacturing does not exhaust the opportunities for producing high value-added goods and services for international markets. Knowledge intensity is increasing across all spheres of economic activity, including agriculture and services, which can offer promising development paths for some developing countries. The final section addresses social and environmental aspects of industrial development. Labour-intensive, but not necessarily other patterns of industrial development can be highly effective in poverty reduction though further industrial progress may be less labour-intensive. A range of policies can promote industrial energy and materials efficiency, often with positive impacts on firms' financial performance as well as the environment. Promoting materials recycling and reuse is an effective, if indirect means of conserving resources. Finally, the growth of multinational interest in corporate social responsibility is traced, with consideration given to both the barriers and opportunities this can pose for developing country enterprises linked to global supply chains.
