Book excerpt: Author's abstract: This study examined the current assessment criteria utilized to evaluate the effectiveness of various alternative education programs within the state of Georgia. The population surveyed included alternative program principals for the year 2005-2006, from a list provided by the Georgia Department of Education. A survey instrument was constructed based on a synthesis of the existing literature on alternative education programs and was e-mailed to 207 principals within the state. The survey consisted of 20 multiple-choice items and three open-ended questions. Only 25 surveys were returned, which represented a 12.08% response rate. In addition, four principals from within a large metro Regional Educational Service Agency (RESA) district were interviewed, allowing the researcher to gain in-depth knowledge regarding the evaluative criteria utilized at various alternative programs. This study utilized the Statistical Package for the Social Sciences (SPSS) for the statistical analysis of data. Descriptive statistics were calculated and presented for the analysis of quantitative data. Content analysis was used to formulate emerging themes from qualitative data. 2 Study results indicated from the small population of respondents that most alternative schools were evaluated. The researcher also discovered that overwhelmingly most alternative programs are evaluated by reviewing student academic progress and/or gathering staff and/or student feedback. Follow-up studies are advised to garner higher response rates to determine if the results are similar.

Book excerpt: The purpose of this study was to evaluate two alternative programs in a North Carolina (NC) and South Carolina (SC) public school district to determine if they are effective in delivering constructive interventions that modify student behavior once students have left the programs and have returned to their regular learning environments. This mixed-method evaluation consisted of an experimental-comparison design approach that included interviews with program participants, focus groups, and comparison of the number of out-of-school suspensions that participants received after completing the alternative school programs in both school districts. -- The researcher and trained interviewers administered a survey to 16 certified staff members in the NC district including the executive director and principal. A stratified random proportionate sample was used to produce functionally equivalent groups from the NC WISE database for the number of alternative school reassignments due to long-term out-of-school suspensions of African-American ninth graders who received major disciplinary infractions. -- The three research questions that guided the evaluation and their findings were (1) "What practices are contributing to students' success in the alternative program?" Data analysis in this program evaluation showed that academic and behavior interventions involving the use of alternative education counselors and case managers were significant contributors to the success of the program; (2) "To what extent is the alternative program following its design as planned?" Data showed that the program was following its design as planned but was strained by a lack of collaboration with students' home school counselors, teachers, and administrators of assigned students; and (3) "What is the effect of the alternative program on the recidivism rate?" In both years considered in this evaluation, there were no repeat offenders, thus supporting the notion that the NC alternative education setting was successful in decreasing the recidivism rate and increasing the success rate of students. -- Based on these findings, the companion investigators concluded that the NC and SC alternative education programs were effective in decreasing recidivism for African-American males and females in ninth grade and increasing student success when they returned to their home school. Findings also suggested a strong need for greater collaboration with the home schools and transference of interventions and practices. These elements were thought to be necessary by the alternative education staff in sustaining student success once the students returned to their traditional education settings. The investigators offered a professional development model outcome for the consideration of the executive staff and Board of Education members to improve the overall success of not only African-American students but students of all ethnic subgroups within both southeastern school districts.

The SC district continues to operate in accordance with the State Department of Education via a mandatory evaluation of state requirements and procedures. What is the effect of the alternative program on the recidivism rate? The data in Appendix B shows the numbers and how they have decreased by each grade each year. In an end-of-year alternative school report, the administration has reported a 4-6% recidivism rate. -- Based on these findings, the companion investigators concluded that the NC and SC alternative education programs were effective in decreasing recidivism for African-American males and females in the ninth grade and increasing student success when they returned to their home school. Findings also suggested a strong need for greater collaboration with the home schools and transference of interventions and practices. These elements were thought to be necessary by the alternative education staff in sustaining student success once they returned to their regular school settings. Book excerpt: During the past two decades, evaluation has come to play an increasingly important role in the operation of educational and social programs by national, state, and local agencies. Mandates by federal funding agencies that programs they sponsored be evaluated gave impetus to use of evaluation. Realization that evaluation plays a pivotal role in assuring program quality and effectiveness has maintained the use of evaluation even where mandates have been relaxed. With increased use --indeed institutionalization --of evaluation in many community, state, and national agencies, evaluation has matured as a profession, and new evaluation approaches have been developed to aid in program planning, implementation, monitoring, and improvement. Much has been written about various philosophical and theoretical orientations to evaluation, its relationship to program management, appropriate roles evaluation might play, new and sometimes esoteric evaluation methods, and particular evaluation techniques. Useful as these writings are, relatively little has been written about simple but enormously important activities which comprise much of the day-to-day work of the program evaluator. This book is focused on some of these more practical aspects that largely determine the extent to which evaluation will prove helpful.
