Book Changes in the Age and Education Profile of Displaced Workers

Download or read book Changes in the Age and Education Profile of Displaced Workers written by Madeline Zavodny and published by . This book was released on 2003 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This analysis of data from the Displaced Workers Surveys suggests that between the periods 1983-87 and 1993-97, although the likelihood of involuntary job loss declined among most age groups, including older workers, it rose for middle-aged and older workers relative to younger workers. Three potential explanations for this shift the authors investigate are changes in educational attainment, changes in the relationship between education and displacement, and industry shifts that had adverse effects on older workers relative to younger workers. The results of the analysis indicate that the relative displacement rate among college graduates increased over time, but there were few significant changes in the relationship between displacement and education within or across age groups. The probability of displacement increased significantly for workers in service-related industries across all age groups. The results do not conclusively indicate why older workers' relative risk of displacement increased but do rule out several possibilities.

Book Policies for Displaced Workers

Download or read book Policies for Displaced Workers written by Christopher J. O'Leary and published by . This book was released on 2010 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: American employment policy for displaced workers started in the Great Depression with programs for the employment service, unemployment insurance, work experience, and direct job creation. Assistance for workers displaced by foreign competition emerged in the 1960s along with formalized programs for occupational job skill training. The policy focus on displaced workers was sharpened in the 1980s through the Worker Adjustment and Retraining Notification Act and the Economic Dislocation and Worker Adjustment Assistance Act. Field experiments on services to dislocated workers led to Worker Profiling and Reemployment Services systems in all states, and federal rules adopted as part of the North American Free Trade Agreement Act permitted UI benefit receipt while starting self-employment. Evaluation evidence suggests there should be continuous connection of unemployment compensation recipients to reemployment services, skill training closely connected to employer requirements, earnings supplements to ease transitions to different jobs, efforts to maintain and strengthen employer-employee relationships, information channels to employees and communities about impending employment disruptions, and targeting of services to improve returns on public investments. While no silver bullet emerges to solve worker displacement, many different programs addressing a variety of needs can improve labor market outcomes after permanent job loss.

Book The Costs of Worker Displacement

Download or read book The Costs of Worker Displacement written by Daniel S. Hamermesh and published by . This book was released on 1984 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study defines the nature of worker displacement and develops a mechanism for inferring the amount of losses caused by displacement in away that is tied to economic theory. Data from the Panel Study of Income Dynamics are first used to identify the characteristics of displaced workers. After a demonstration that usual methods of evaluating workers' losses cannot provide correct measures of the cost to society, a game--theoretic model determining the amount of firm -- specific investment in workers is developed. As workers'and firms' horizons decrease, such investment will be reduced; this will be exhibited in a flattening of the wage-tenure profile as the date of displacement approaches. Examination of the profile thus provides a test whether firms and workers have good information about impending displacement. Using the PSID data for workers displaced between 1977 and 1981, the study shows there is no significant flattening of the wage-tenure profile in the entire sample. (However, some flattening does occur among unionized workers, and also among workers who are laid-off permanently from a plant that remains open.) This suggests that workers are surprised by displacement, for they continue investing in firm-specific human capital up to the time of displacement. The present value of the worker's share of the lost returns on this investment is around $7000 (1980 dollars) under intermediate assumptions about the real rate of discount, depreciation on such investment and the effect of tenure on the rate of voluntary separation.
