Over the past six decades, OR analyses have impacted our daily lives: when making an airline or hotel reservation, waiting in line at a bank, getting the correctly blended fuel at the gas station, and ensuring that the book you are holding arrived at its destination on time. OR originated in the late 1930s when British scientists from various disciplines joined Royal Air Force officers to determine the most effective way to employ new radar technology for intercepting enemy aircraft. During World War II, similar applied research groups were formed to study, test, and evaluate military operations on both sides of the Atlantic. Their work resulted in great improvements—OR helped the Allies win the war. The scientific field that emerged from these studies was called operational research in the U.K. and operations research in the U.S. Today, OR provides a broad and powerful science to aid decision making. Profiles describes the lives and contributions of 43 OR pioneers and innovators and relates how these individuals, with varying backgrounds and diverse interests, were drawn to the nascent field of OR. The profiles also describe how OR techniques and applications expanded considerably beyond the military context to find new domains in business and industry. While rapid growth ofOR led to its becoming an important aid to decision making in all sectors including defense, its contribution in defense remained largely confined to classified reports. Very few books dealing with applications of quantitative decision making techniques in military have been published presumably due to limited availability ofrelevant information. The situation changed rapidly during the last few years. The recognition of the subject of Military Operations Research (MOR) gave tremendous boost to its development. Books and journals on MOR started appearing. The number of sessions on MOR at national and international conferences also registered an increase. The volume of teaching, training and research activities in the field of MOR at military schools and non-military schools enhanced considerably. Military executives and commanders started taking increasing interest in getting scientific answers to questions pertaining to weapon acquisition, threat perception and quantification, assessment of damage or casualties, evaluation of chance of winning a battle, force mix, deployment and targeting of weapons against enemy targets, war games and scenario evaluation. Most of these problems were being tackled on the basis of intuition, judgment and experience or analysis under very simple assumptions. In an increasingly sophisticated and complex defense scenario resulting in advances in equipment and communications, the need for supplementing these practices by scientific research in MOR became imperative.

In simple words, its goal on the strategic and tactical levels is to aid in decision making and, on the operational level, automate decision making. During World War II, the Allied military forces faced severe problems integrating equipment, tactics, and logistics into successful combat operations. To help confront these problems, scientists and engineers developed new means of studying which equipment designs would best meet the military's requirements and how the military could best use the equipment it had on hand. By 1941 they had also begun to gather and analyze data from combat operations to improve military leaders' ordinary planning activities. In Rational Action, William Thomas details these developments, and how they gave rise during the 1950s to a constellation of influential new fields—which he terms the “sciences of policy”—that included operations research, management science, systems analysis, and decision theory. Proponents of these new sciences embraced a variety of agendas. Some aimed to improve policymaking directly, while others theorized about how one decision could be considered more rational than another. Their work spanned systems engineering, applied mathematics, nuclear strategy, and the philosophy of science, and it found new niches in universities, in businesses, and at think tanks such as the RAND Corporation. The sciences of policy also took a prominent place in epic narratives told about the relationships among science, state, and society in an intellectual culture preoccupied with how technology and reason would shape the future. In the recent past, attention has often been devoted to global environmen tal issues in which the level of policy making is either international, through multi-country agreements on emission control, or national, when environ mental policies are designed to control domestic pollution. Many environ mental problems, however, have a local or regional dimension. Even when their dimension is global, e. g. in the case of the greenhouse gas effect, relevant decisions on emission control, such as the adoption of energy saving utilities, are taken at the local level. In many countries, the current legislation imposes the local authorities to prepare plans and adopt measures to control energy consumption or to reduce waste of natural resources. It is therefore important to analyze the way in which local or regional authorities optimise their environmental management.
