It also gives the global ranking of more than 100 countries in terms of Gender-Related Development Index (GDI) and the Gender Empowerment Measure (GEM). The first index represents HDI, taking into account gender inequality in capabilities, and the second represents female opportunities in selected economic and political areas. New to this edition is the Capability Poverty Measure (CPM), which is used as an alternative to the traditional income poverty measure. The Report concludes that the future challenge is how to forge and sustain the desired kind of linkage between economic growth and human development in a globalized world which represents both opportunities and threats for the nations of the world.

Book excerpt: The chapters in this book are revised versions of papers initially presented at a confer ence on Universities and their cities held in Amsterdam on March 27-29 1996. There were about one hundred participants and 45 written contributions from Europe, the US, Canada and Australia. People with different disciplinary backgrounds, geographers, historians, sociologists, economists and planners among them, attended, as did a few university administrators and local government officials. The intricate relationships between universities and their cities were intensively debated from the perspective of possible contributions by the university to city life as well as from the angle of the city as a milieu that affects the university's functioning. There were theoretical and historical papers, and a series of case studies, some of them comparative, as well as proposals and descriptions of efforts to improve city-university relations. It was a fruitful occasion for many on account of the diversity of experience brought together for the purpose of a debate on a matter of common interest. The vari ous university settings within Amsterdam were visited during a guided tour that pro vided food for thought on the matters under discussion by means of a living example.

Under what conditions would rational rulers who possess ultimate authority and who seek to maximize power and wealth ever give up any of that authority? This book draws on a wide array of empirical and theoretical approaches to answer these questions, investigating both why sovereign powers might liberalize and when. The contributors to this volume argue that liberalization or democratization will only occur when those in power calculate that the expected benefits to them will exceed the costs. More specifically, rulers take five main concerns into account in their cost-benefit analysis as they decide to reinforce or relax controls: personal welfare, personal power, internal order, external order, and control over policy--particularly economic policy. The book shows that repression is a tempting first option for rulers seeking to maximize their benefits, but that liberalization becomes more attractive as a means of minimizing losses when it becomes increasingly certain that the alternatives are chaos, deposition, or even death. Chapters cover topics as diverse as the politics of seventeenth-century England and of twentieth-century Chile; why so many countries have liberalized in recent decades; and why even democratic governments see a need to reduce state power. The book makes use of formal modeling, statistical analysis, and traditional historical analysis. The contributors are Paul Drake, Stephen Haggard, William Heller, Robert Kaufman, Phil Keefer, Brian Loveman, Mathew McCubbins, Douglass North, Ronald Rogowski, and Barry Weingast.
