Available in PDF, EPUB and Kindle. Book excerpt: The novel coronavirus SARS-CoV-2, which causes the disease known as COVID-19, has infected people in 212 countries so far and on every continent except Antarctica. Vast changes to our home lives, social interactions, government functioning and relations between countries have swept the world in a few months and are difficult to hold in one’s mind at one time. That is why a collaborative effort such as this edited, multidisciplinary collection is needed. This book confronts the vulnerabilities and interconnectedness made visible by the pandemic and its consequences, along with the legal, ethical and policy responses. These include vulnerabilities for people who have been harmed or will be harmed by the virus directly and those harmed by measures taken to slow its relentless march; vulnerabilities exposed in our institutions, governance and legal structures; and vulnerabilities in other countries and at the global level where persistent injustices harm us all. Hopefully, COVID-19 will forces us to deeply reflect on how we govern and our policy priorities; to focus preparedness, precaution, and recovery to include all, not just some. Published in English with some chapters in French.

Book Small Cities Big Issues

Download or read book Small Cities Big Issues written by Terry Kading and published by . This book was released on 2018 with total page 334 pages. Available in PDF, EPUB and Kindle. Book excerpt: Small Canadian cities confront serious social issues as a result of the neoliberal economic restructuring practiced by both federal and provincial governments since the 1980s. Drastic spending reductions and ongoing restraint in social assistance, income supports, and the provision of affordable housing, combined with the offloading of social responsibilities onto municipalities, has contributed to the generalization of social issues once chiefly associated with Canada's largest urban centres. As the investigations in this volume illustrate, while some communities responded to these issues with inclusionary and progressive actions others were more exclusionary and reactive--revealing forms of discrimination, exclusion, and "othering" in the implementation of practices and policies. Importantly, however their investigations reveal a broad range of responses to the social issues they face. No matter the process and results of the proposed solutions, what the contributors uncovered were distinctive attributes of the small city as it struggles to confront increasingly complex social issues. If local governments accept a social agenda as part of its responsibilities, the contributors to Small Cities, Big Issues believe that small cities can succeed in reconceiving community based on the ideals of acceptance, accommodation, and inclusion. With contributions by Lorry-Ann Austin, Jacques Caillouette, Graham Day, Robert Harding, Wendy Hulko, Paul Jenkinson, Kathie McKinnon, Sharlene Matthew, Jennifer Murphy, Diane Purvey, Mónica J. Sánchez-Flores, and Sydney Weaver

Book Language Rights and Political Theory

Download or read book Language Rights and Political Theory written by Will Kymlicka and published by OUP Oxford. This book was released on 2003-05-29 with total page 364 pages. Available in PDF, EPUB and Kindle. Book excerpt: Disputes over language policy are a persistent feature of the political life of many states around the world. Multilingual countries in the West such as Belgium, Spain, Switzerland and Canada have long histories of conflict over language rights. In many countries in Eastern Europe and the Third World, efforts to construct common institutions and a shared identity have been severely complicated by linguistic diversity. Indigenous languages around the world are in danger of disappearing. Even in the United States, where English is widely accepted as the language of public life, the linguistic rights of Spanish-speakers are hotly-contested. Not surprisingly, therefore, political theorists have started to examine questions of language policy, and how they relate to broader issues of democracy, justice and rights. This volume provides the reader with an up-to-date overview of the emerging debates over the role of language rights and linguistic diversity within political theory. It brings together many of the leading political theorists who work in the field, together with some of the most important social scientists, with the aim of exploring how political theorists can conceptualize issues of language rights and contribute to public debates on language policy. Questions of language policy are not only of enormous political importance in many countries, but also help to illuminate some of the most important debates in contemporary political theory, including questions of citizenship, deliberative democracy, nationalism, multiculturalism, identity politics, group rights, the liberal-communitarian debate, and so on. The thirteen essays in this volume highlight both the empirical constraints and normative complexities of language policy, and identify the important challenges and opportunities that linguistic diversity raises for contemporary political theory.

Book Information and Communication Technology and Public Innovation

Download or read book Information and Communication Technology and Public Innovation written by V.J.J.M. Bekkers and published by IOS Press. This book was released on 2006-07-25 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: The modernization of public administration is a recurring theme on the political and public agenda in many countries. Modernization presupposes innovation. However, is an innovative public administration a contradiction in terminis? If we look at the practice of public administration, and evaluate – from an evolutionary perspective – how public administration has transformed itself during the last 40 years, we actually see a variety of radical and incremental changes. Hence, innovation does take place. This book clearly demonstrates how public administration organizations try to adapt to changing circumstances in their environment in order to secure their legitimacy. At the same time we see that public administration tries to respond and anticipate to new technological developments as well as to make use of them. In many countries e-government has become the symbol of the way in which ICT has penetrated in the nerves of ministries, local and regional government and all kinds of agencies. In this publication, a number of case studies have been presented in which different kind of ICT-driven innovations have been described and analyzed.

Book Immigrant Settlement Policy in Canadian Municipalities

Download or read book Immigrant Settlement Policy in Canadian Municipalities written by Robert Young and published by McGill-Queen's Press - MQUP. This book was released on 2011 with total page 341 pages. Available in PDF, EPUB and Kindle. Book excerpt: Canada has one of the most successful immigration programmes in the world, a function of the policies, programmes, and services that assist newcomers. Immigrant settlement is a crucial policy field that involves governments, communities, and a range of social forces. Immigration matters are an area of shared jurisdiction, but the federal government has long been the dominant player. Provinces and municipalities, however, are now pushing for an expanded policy role, increased resources, and governance arrangements that recognize the important part they play in immigrant settlement. Drawing on in-depth interviews with government officials and front-line workers, contributors provide a comparative assessment of approaches to immigrant settlement in nineteen Canadian municipalities. This is complemented by a discussion of the federal government's role in this policy field, and by a comprehensive introduction and conclusion, which ground the book historically and thematically, synthesize its key findings, and provide recommendations for addressing the challenges related to intergovernmental cooperation, settlement service delivery, and overall immigrant outcomes. Chapters examine the mechanics of public policy-making but also tell a story about diverse and innovative approaches to immigrant settlement in Canada's towns and cities, about gaps and problems in the system, and about the ways in which governments and communities are working together to facilitate integration.

Book Federalism Citizenship and Quebec

Download or read book Federalism Citizenship and Quebec written by Alain G. Gagnon and published by University of Toronto Press. This book was released on 2006-12-02 with total page 376 pages. Available in PDF, EPUB and Kindle. Book excerpt: Canadians often imagine their country as a multicultural democracy, while a few go further to claim that the country's diversity can be characterized as multinational in its social and institutional make-up. In Federalism, Citizenship, and Quebec, Alain-G. Gagnon and Raffaele Iacovino reveal how this notion has been falsely presented to the populace. Through comprehensive historical, contemporary, and critical accounts, they argue that the country has been the object of an aggressive nationalizing project that contravenes the principles of a 'multinational federation.' Gagnon and Iacovino defend a conception of diverse citizenship for Canada that is truly suitable to a durable and just constitutional association and provide an alternative path for the country based on normative, socio-political, and practical considerations associated with multinational democracy. Including a detailed account of the main challenges associated with Quebec's place in the federation, Federalism, Citizenship, and Quebec stands apart from other English-language studies on multinational democracy, citizenship, and federalism, and, most notably, multinational democracy in Canada. Gagnon and Iacovino ground their work in both history and theory, offering a truly interdisciplinary approach that will appeal to scholars from fields as diverse as Canadian and Quebec politics, comparative politics, and political and legal theory. The book will contribute to awareness of the need for appreciating diversity in contemporary societies while being a useful addition to English Canadian students in these fields, who often lack exposure to many of the rich debates proceeding in Quebec.
