The idea of developing representative samples of those active in the business creation process, now called nascent entrepreneurs, developed from the success of using regional characteristics to 1 predict variations in new firm birth rates in six countries. The initial purpose was to determine those external factors that encouraged individuals to initiate the business creation process and become, as they are now called, nascent entrepreneurs. The research procedures, mainly the critical aspects of the scre- ing procedures, were developed with the Survey Research Laboratory at the University of Wisconsin in Madison to complete the Wisconsin Entrepreneurial 2 Climate Study. Support for an initial test with a national sample was provided by the Institute for Social Research at the University of Michigan. Richard Curtin became involved with the incorporation of the screening module as part 3 of the Survey of Consumers in October and November in 1993. The success of these efforts in providing a detailed description of the ent- preneurial process based on representative samples led to substantial interest among entrepreneurial scholars. A founding team of Nancy Carter, William Gartner, and Paul Reynolds was able to organize the Entrepreneurial Research Consortium (ERC), a collaborative network of 34 research units that shared the financial cost and sweat equity required to implement the first national project, 4 PSED I.

A workforce with robust Science, Technology, Engineering and Mathematics (STEM) capabilities is critical to sustaining U.S. preeminence. Today, however, the STEM activities of the Department of Defense (DOD) are a small and diminishing part of the nation's overall science and engineering enterprise. Assuring the U.S. Department of Defense a Strong Science, Technology, Engineering, and Mathematics (STEM) Workforce presents five principal recommendations for attracting, retaining, and managing highly qualified STEM talent within the department based on an examination of the current STEM workforce of DOD and the defense industrial base. As outlined in the report, DOD should focus its investments to ensure that STEM competencies in all potentially critical, emerging topical areas are maintained at least at a basic level within the department and its industrial and university bases.

Book excerpt: This Selected Issues paper analyses the implications of global value chains (GVC) participation for Latvia’s competitiveness and exposure to risks. Using a structural model, it assesses Latvia’s competitiveness through different real effective exchange rate (REER) measures and examines the main factors behind differences in the measures. Based on this analysis, the paper suggests policy options to strengthen Latvia’s competitiveness. The paper also estimates the impact of an appreciation of the GVC related REER measure on value added export growth and real GDP growth, and finds sizable effects, suggesting that a rapid labor market tightening could lead to erosion in competitiveness and reduction in growth. Finally, trade tension induced tariff hikes may have significant cost for Latvia, especially in terms of value added produced in the country. In this regard, policies aimed at enhancing product sophistication or quality and export market diversification could mitigate Latvia’s exposure to trade shocks in GVCs.

Available in PDF, EPUB and Kindle. Book excerpt: This paper explores the dynamic relationship between firm debt and real outcomes using data from 24 European economies over the period of 2000-2018. Based on macro data, it shows that a rise in credit to firms is associated with an increase in employment growth in the short-term, but employment growth declines in the medium-term. This pattern remains similar, even when the changes in credit to households are accounted for. Next, using data from a large sample of firms, it shows that firm leverage buildups predict similar boom-bust growth cycles in firm employment: Firms with a larger increase in leverage experience a boost in employment growth in the short-term, but employment growth decreases in the medium-term. Relatedly, the volatility of employment growth increases in the aftermath of firm leverage buildups. Finally, this paper provides suggestive evidence on the role of a financial channel in the relationship between firm leverage buildups and employment growth. The results show that a rise in firm leverage is associated with a persistently higher debt service ratio, pointing the drag on finances. Consistently, boom-bust growth cycles in the aftermath of firm leverage buildups are not limited to employment growth, but are also pronounced for investment. Moreover, the medium-term decline in firm employment growth as predicted by leverage buildups becomes even larger if aggregate financial conditions tighten. The findings are in favor of “lean against the wind” approach in policy making.
