As a consequence professional positions and demands on professional competencies in these institutions are in transition. At the same time European societies are changing in different ways, e.g. in terms of a "knowledge society" as well as in demographic and cultural changes. Professionals such as teachers and nurses are meeting such changes in their work with students and clients.Thus, there is a need to study these transitions and changes. Here we are doing this from a "bottom-up" perspective where we are comparing experiences in different institutional and national contexts. This study combines two kinds of narrative research; a study of the systemic narratives produced by governments who are restructuring educational systems and the life history narratives of those professionals working within those systems and their perspectives on ongoing restructuring.

This book stems from an underpinning belief that we have to understand the personal biographical if we are to understand the fate of social and political initiatives. In education a pattern has emerged in many countries around the world. Each new government enshrines targets and tests to ensure that teachers at the frontline delivery are ‘more accountable’. Whilst this often provides evidence of symbolic action to the electorate or professional audiences, the evidence at the level of service delivery is often far less impressive. Targets, tests and tables may win wide support from the public, but there are often negligible or even contradictory effects at the point of delivery, enforced by the ignorance or denial of personal missions and biographical mandates. This book locates most of its analysis and discussion at the point of culture clash between centralised dictates, and individual and collective life missions. National governments have emphasised the role of skills in achieving international competitiveness, higher living standards, and social inclusion. However, even prior to the 2008 financial crisis, problems of over-qualification, skills wastage, and poor job quality were becoming difficult to ignore. This raises important questions about what kind of service sector jobs will be on offer to meet the aspirations of an increasingly qualified workforce and what role can governments play in raising the skills required in jobs and the quality of jobs and services? Work organisation and job design are key factors shaping the skill content of work and the opportunities workers have to deploy their skills and capabilities. Through cross-national comparative research, this book examines whether and why service sector jobs vary across countries. Drawing upon detailed empirical research, the jobs of vocational teacher, fitness instructor, and café worker in the UK, Norway, and France are compared, allowing an exploration of the role of national institutions, sectors, and organisations in shaping work organisation and job quality. The findings contribute to the comparative study of work organisation, the relationship between skills and performance, the role and purpose of education and the prospects for better jobs in 'the age of over-qualification'.

The first troubling thing about much of the discourse that concerns globalization is that it most often does not name a human subject. We propose that globalization discourse should be written for and directed towards human beings or students. The second troubling thing about the discourse of globalization is the way that it antagonizes and marginalizes who that missing subject might be. The two relationships form the themes of this book. The nature and logic of discourse about globalization expresses a social rationality that serves as a precondition to constructing relevant meanings. The way that we conceive or obscure the subject produces a condition or position where those whom are the subject of the discourse must indeed await its effects—who is the pertinent policy about? Or, for whom is policy intended? Much policy discourse holds consequences for the way in which outcomes of policies are understood or explained in the social milieu where policies are enacted. The same discourse constructs and deconstructs identities and, as we will see, the language of reform in fact antagonizes and marginalizes students by virtue of a particular vagueness in the discourse and symbols of the discourse. What is at issue in the discourse of globalization is the character and logic of collective identities. How then to relate students to the cluster of features that comprise globalization?
