However, collaboration is playing an increasingly important role between and across public, nonprofit, and for-profit sectors. Collaboration has become a hallmark in both intragovernmental and intergovernmental relationships. As collaboration scholarship rapidly emerges, it diverges into several directions, resulting in confusion about what collaboration is and what it can be used to accomplish. This book provides much needed insight into existing ideas and theories of collaboration, advancing a revised theoretical model and accompanying typologies that further our understanding of collaborative processes within the public sector. Organized into three parts, each chapter presents a different theoretical approach to public problems, valuing the collective insights that result from honoring many individual perspectives. Case studies in collaboration, split across three levels of government, offer additional perspectives on unanswered questions in the literature. Contributions are made by authors from a variety of backgrounds, including an attorney, a career educator, a federal executive, a human resource administrator, a police officer, a self-employed entrepreneur, as well as scholars of public administration and public policy. In response, educators, nurses, social workers, public health workers, and other professionals have been actively exploring ways to collaborate with one another, and otherwise integrate their efforts. The movement towards collaboration among human services professionals begs an important questions: how do we prepare professionals for such work? A growing number of universities are now trying to develop answers, and their answers increasingly emphasize interprofessional education, that is, programs that join the efforts of departments and training courses which have traditionally been separate. Furthermore, these programs tend to be based in community settings, and actively involved community members (practitioners, non-professional residents) as partners in the training process. In constructing such joint programs (or revisingcurrent programs within each profession to make them more interprofessional and community-based), educators and program designers are encountering a fascinating set of challenges as they construct interdisciplinary curricula, create learning experiences that necessitate real collaboration, and develop relationships with communities. Preparing to Collaborate explores the nature of these challenges and how they can be approached. Book excerpt: Tensions between imperatives for sharing of information about clients, patients, and offenders and those for confidentiality and privacy have become a prominent but unresolved issue in British public policy in the context of greater pressures toward interagency collaboration. This article analyses empirical data from a major Economic and Social Research Council-funded research project designed to provide the first systematic evidence about the ways in which local partnerships working in sensitive policy fields in England and Scotland attempt to strike settlements between sharing and confidentiality and discusses the impact of national government's attempts to increase formal regulation of their information-sharing practices. To do this, the project has developed a methodology to operationalize neo-Durkheimian institutional theory and demonstrates that theory in this tradition has the power to identify and explain patterns of information-sharing styles adopted in local collaborative working. The overall conclusion is that the stronger assertion of formal regulation by national government may well be leading to the greater prominence of hierarchical institutional forms but it may also be associated with the counterassertion of other institutional forms, too, and in ways that may reinforce problems that greater regulation is intended to address. In particular, we show that neither does increased formal regulation always lead frontline staff to be more confident about local information-sharing practices nor should it lead observers to be more confident that data-sharing practices will be more transparent or consistent from locality to locality.
