The UN methodology of integrated environmental and economic accounting provides ways of measuring the cost of maintaining environmental resources at sustainable levels or the maintenance cost for estimating green GDP. Some of the chapters in this book show that the methodology of distance functions could be used for estimating the cost of environmentally sustainable development.

Book excerpt: The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

Book excerpt: The agricultural production of Indian farmers is investigated using a stochastic frontier production function which incorporates a model for the technical inefficiency effects. Farm-level data from the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) are used. Variables considered in the model for the inefficiency effects include the age and level of education of the farmers, farm size and the year of observation. The parameters of the stochastic frontier production function are estimated simultaneously with those involved in the model for the inefficiency effects. This approach differs from the usual practice of predicting farm-level inefficiency effects and then regressing these upon various factors in a second-stage of modelling. The results indicate that the above factors do have a significant influence upon the inefficiency effects of farmers in two of the three villages considered.
