Fragmentation trade, reflected mainly in the trade in parts and components, is expanding more rapidly than the conventional trade in final goods. This is mainly due to the relatively more favorable policy setting for international production, agglomeration benefits arising from the early entry into this new form of specialization, considerable intercountry wage differentials in the region, lower trade and transport costs, and specialization in products exhibiting increasing returns to scale. The economic integration of China has deepened production fragmentation in East Asia, countering fears of crowding out other countries for international specialization. International production fragmentation in East Asia has intensified intraregional trade but has depended heavily on extraregional trade in final goods. While production networks centered on China have contributed significantly to growth in East Asia, they also breed vulnerabilities. They have not automatically led to technology spillovers and have led to an extreme interdependence across East Asian countries.

Book excerpt: In Strategic Coupling, Henry Wai-chung Yeung examines economic development and state-firm relations in East Asia, focusing in particular on South Korea, Taiwan, and Singapore. As a result of the massive changes of the last twenty-five years, new explanations must be found for the economic success and industrial transformation in the region. State-assisted startups and incubator firms in East Asia have become major players in the manufacture of products with a global reach: Taiwan’s Hon Hai Precision has assembled more than 500 million iPhones, for instance, and South Korea’s Samsung provides the iPhone’s semiconductor chips and retina displays. Drawing on extensive interviews with top executives and senior government officials, Yeung argues that since the late 1980s, many East Asian firms have outgrown their home states, and are no longer dependent on state support; as a result the developmental state has lost much of its capacity to steer and direct industrialization. We cannot read the performance of national firms as a direct outcome of state action. Yeung calls for a thorough renovation of the still-dominant view that states are the primary engine of industrial transformation. He stresses action by national firms and traces various global production networks to incorporate both firm-specific activities and the international political economy. He identifies two sets of dynamics in these national-global articulations known as strategic coupling: coevolution in the confluence of state, firm, and global production networks, and the various strategies pursued by East Asian firms to attain competitive positions in the global marketplace.

Book excerpt: The emergence of production networks has changed the structure of international trade, which a large share of intra-regional trade flows and the rising value of intermediate goods trade or network trade between countries within the same region reflect. While a production network exists in both East Asia and the European Union, the patterns could be different due to the differences in sociocultural, political, historical, and institutional factors between the two regions. This paper investigates and compares the pattern of network trade in East Asia and the European Union. It also explores how economic integration is related to the network trade pattern. The paper confirms that network trade in East Asia is more like a "network pattern," while that in the European Union follows a "hub-and-spoke pattern." At the global level, intermediate goods exports are more sensitive to trade barriers than total goods exports. A comparison between East Asia and the European Union shows that countries in East Asia have successfully reduced the service link costs. Despite the efforts that East Asia has directed towards export market diversification, the region is still more dependent on other regions' economic conditions than the European Union is. k
