Over the centuries, analysts have generally treated the questions "Does international commerce influence security?" and "Do trade flows influence security?" as synonymous. In Producing Security, Stephen Brooks maintains that such an overarching focus on the security implications of trade once made sense but no longer does. Trade is no longer the primary means of organizing international economic transactions; rather, where and how multinational corporations (MNCs) organize their international production activities is now the key integrating force of global commerce. MNC strategies have changed in a variety of fundamental ways over the past three decades, Brooks argues, resulting in an increased geographic dispersion of production across borders. The author shows that the globalization of production has led to a series of shifts in the global security environment. It has a differential effect on security relations, in part because it does not encompass all countries and industries to the same extent. The book's findings indicate that the geographic dispersion of MNC production acts as a significant force for peace among the great powers. The author concludes that there is no basis for optimism that the globalization of production will promote peace elsewhere in the world. Indeed, he finds that it has a net negative influence on security relations among developing countries.

Book excerpt: While welfare has been subject to pronounced criticism throughout the twentieth century, social insurance has consistently enjoyed the overwhelming support of European policy makers and citizens. This volume argues that the emergence of social insurance represents a paradigmatic shift in modern understandings of health, work, political participation, and government. By institutionalizing compensation, social insurance transformed it into a right that the employed population quickly came to assume. Theoretically informed and based on intensive archival research on disability insurance records, most of which have never been used by historians, the book considers how social science and political philosophy combined to give shape to the idea of a "social" insurance in the nineteenth century; the process by which social insurance gave birth to modern notions of "disability" and "rehabilitation"; and the early-twentieth-century development of political action groups for the disabled. Most earlier histories of German social insurance have been legislative histories that stressed the system's coercive features and functions. Making Security Social, by contrast, emphasizes the administrative practices of everyday life, the experience of consumers, and the ability of workers not only to resist, but to transform, social insurance bureaucracy and political debate. It thus demonstrates that social insurance was pivotal in establishing a general attitude of demand, claim, and entitlement as the primary link between the modern state and those it governed. In addition to historians of Germany, Making Security Social will attract researchers across disciplines who are concerned with public policy, disability studies, and public health. What happens to foreign policymaking when actors, things or processes are presented as threats? This book explains state behaviour on the basis of a reflexive framework of insecurity politics, and argues that governments act on the knowledge of international danger available in their societies, but that such knowledge is organised by markedly varying ideas of who threatens whom and how. The book develops this argument and illustrates it by means of various European case studies. Moving across European history and space, these case studies show how securitisation has projected evolving and often contested local ideas of the organisation of international insecurity, and how such knowledges of world politics have then conditioned foreign policymaking on their own terms. With its focus on insecurity politics, the book provides new perspectives for the study of international security. Moving the discipline from systemic theorising to a theory of international systematisation, it shows how world politics is, in practice, often conceived in a different way than that assumed by IR theory. By the same token, by depicting national insecurity as a matter of political construction, the book also raises the challenging question of whether certain projections of insecurity may be considered more warranted than others. This book will be of much interest to students of critical security studies, European politics, foreign policy and IR, in general.

Book excerpt: This paper aims to empirically infer potential causal linkages between fruit and vegetable (F&V) production, individual F&V intake, household food security, and anemia levels for individual women caregivers of childbearing age. Using a unique and rich dataset recently collected from rural smallholder Ugandan households, we show that the use of a qualitative tool to measure household food insecurity is robust and applicable in other contexts. We also show, using robust econometric methods, that women living in F&V-producer households have a significantly higher intake of F&Vs than those living in nonproducer households. Furthermore, F&V-producer households are potentially more food secure, and women caregivers in producer households have significantly higher levels of hemoglobin, rendering the prevalence rates of anemia lower among F&V-producer households. We argue that these effects, modest as they are, could be further improved if there were deliberate efforts to promote the intensification of smallholder F&V production.

In India, competition for water, land, human, and financial resources, and the suitability of the existing institutional system in ensuring food security require the attention of both policy makers and planners. Food crops have to compete for water and various other needs with commercial crops. Water, the core requirement for food production, is becoming increasingly scarce in many parts of India. Land is also crucial in food production, especially with regards to soil fertility. However, lands traditionally used for growing crops are increasingly used instead for various other purposes. The balancing of the expectations of farmers in the markets, for want of better prices, with the national objective of food security is imperative in this climate. This necessitates public investment in agriculture, including seed supply, soil health initiatives, and pest control. The institutional challenges in ensuring food security in India are currently under-explored, with more discussion on entitlements and rights, in relation to food security, but less attention on the public institutions that are likely to play a critical role. Public institutions, through the use of policies, schemes and programmes, need to address the issues which impinge on the ecological foundation of food security, while the governance architecture related to this has to integrate the public distribution system properly. This book addresses these challenges and offers insights into what changes need to be made to ensure food security in India."--

Book excerpt: This highly original work of anthropology combines extensive ethnographic fieldwork and investigative journalism to explain how security is understood, experienced, and constructed along the Triple Frontera, the border region shared by Argentina, Brazil, and Paraguay. One of the major "hot borders" in the Western Hemisphere, the Triple Frontera is associated with drug and human trafficking, contraband, money laundering, and terrorism. It's also a place where residents, particularly on the Argentine side, are subjected to increased governmental control and surveillance. How does a scholar tell a story about a place characterized by illicit international trading, rampant violence, and governmental militarization? Jusionyte inventively centered her ethnographic fieldwork on a community of journalists who investigate and report on crime and violence in the region. Through them she learned that a fair amount of petty, small-scale illicit trading goes unreported—a consequence of a community invested in promoting the idea that the border is a secure place that does not warrant militarized attention. The author's work demonstrates that while media is often seen as a powerful tool for spreading a sense of danger and uncertainty, sensationalizing crime and violence, and creating moral panics, journalists can actually do the opposite. Those who selectively report on illegal activities use the news to tell particular types of stories in an attempt to make their communities look and ultimately be more secure.
