Book Framing a Strategic Approach for Reserve Component Joint Officer Management

Download or read book Framing a Strategic Approach for Reserve Component Joint Officer Management written by Harry Thie and published by Rand Corporation. This book was released on 2006 with total page 161 pages. Available in PDF, EPUB and Kindle. Book excerpt: This research frames a strategic approach to reserve joint officer management that addresses the requirements for, and the supply of, joint officers in the reserve component, and also accounts for the unique constraints and challenges involved in joint officer management for reserve active-status list officers. Because the work required of many reservists is becoming increasingly joint, the need for a systematic examination of how reserve active-status list officers are trained and developed in joint matters is becoming more and more urgent-especially given the dramatic increase in the use of the reserve forces. A strategic approach to joint officer management for reserve active-status list officers must assess the need for officers with prior joint knowledge, experience, and acculturation in certain positions as well as their availability. The authors estimate the supply of joint reserve officers and make several recommendations to help implement a strategic approach to reserve component joint officer management.

Book Joint Qualified Flag Officer Development Is Production Broken

Download or read book Joint Qualified Flag Officer Development Is Production Broken written by and published by . This book was released on 2003 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Given the timeframe which has passed since the Goldwater-Nichols Act of 1986, we are beginning to see the first generation of "joint qualified" Flag officers produced with respect to the by-products, or intent, of that and subsequent legislation. Due to training and experience requirements set forth, one could assume that the leaders of the United States Armed Forces are not only well versed in Joint Doctrine, but that they are capitalizing on the varied and valuable virtues of "Jointness" ... or are they? This paper is a case study examination of Operation Anaconda, its commander MG Franklin L. Hagenbeck, his qualifications, existing Flag Officer requirements, and whether there is a systemic problem inherent in developing future joint force commanders. This thesis will show that the building blocks necessary for developing a future joint commander are present and are generally capable of producing the desired qualifications needed in a leader, however enhancements to the process should be formalized in order to help guarantee future successes. Enhancements which include working with USJFCOM to further institutionalize joint training from pre-commissioning throughout an individual's military career, reorganizing the Joint Flag Officer Warfighting Course, expanding the Joint Operations Module within the CAPSTONE curriculum, and integrating new training concepts like the Standing Joint Force Headquarters will increase future joint force commander efficiency.

Book Reserve Component Joint Officer Qualification Requirements

Download or read book Reserve Component Joint Officer Qualification Requirements written by Robert Langol and published by . This book was released on 2012 with total page 26 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Goldwater-Nichols Act of 1986 (GNA) requires active component (AC) military officers to achieve joint qualification prior to promotion to general or flag officer rank. The statute does not extend this requirement to the reserve components (RC). Instead, the GNA requires the Secretary of Defense to establish personnel policies emphasizing joint education and experience for RC officers. These policies are to be as similar as practicable to those established for AC officers by Congress. Two decades after passage of the GNA, the Commission on the National Guard and Reserves (CNGR) recommended Congress require RC officers to achieve joint qualification prior to nomination for general or flag officer rank. While neither the Secretary of Defense nor the U.S. Congress have acted on this recommendation, the concept continues to garner attention among RC leaders. Before seeking statutory change, DOD should confirm and quantify requirements for RC officers with joint education and experience. Establishing new requirements incrementally, through policy rather than legislation, could enhance the joint experience and education of RC officers while mitigating risk and providing additional time to measure the effects on the RC officer corps.

Book In the Multiagency Operating Environment of the 21st Century are Joint Qualified Officers Enough

Download or read book In the Multiagency Operating Environment of the 21st Century are Joint Qualified Officers Enough written by Craig A. Clapperton and published by . This book was released on 2008 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In the multinational and interagency - or multiagency - operating environment of the 21st century, the Department of Defense centric development process used to certify joint qualified officers and operational level leaders is inadequate. The 21st century multiagency operating environment requires military officers to have competencies and perspectives beyond those provided by the current military-focused service and joint leader development processes. Military officers must be able to effectively lead, operate, plan, and integrate in not only the joint environment, but in the multiagency environment. The U.S. Navy needed 21 years to fully incorporate the joint service officer development process called for in Goldwater-Nichols legislation. In today's fast-paced, globalized, multiagency world, the Navy cannot afford to take another two decades to adapt its leader development process to meet the requirements of the emerging operating environment. Nor should DoD wait for the U.S. Congress to enact new legislation to begin to reshape the process. Instead, DoD and the U.S. Navy must take the lead and institute improvements in the leader development process now to provide 21st century operational leaders with the education and experience needed to meet the challenges of the multiagency environment."--Abstract from web site.

Book Framing a Strategic Approach for Joint Officer Management

Download or read book Framing a Strategic Approach for Joint Officer Management written by Harry Thie and published by RAND Corporation. This book was released on 2005 with total page 205 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Goldwater-Nichols Act of 1986 forged a cultural revolution in the U.S. armed forces by improving the way in which the Department of Defense (DoD) prepares for and executes its mission, in part by addressing joint officer personnel policies and management requirements. In the past 15 years, successes in Iraq (Operations Desert Shield/Storm), Bosnia, and Afghanistan, and more recently in Operation Iraqi Freedom, testify to the effectiveness of the joint military force and its warfighting potential. However, recent studies and assessments have suggested that a strategic approach for joint officer management in terms of education, assignment, and promotion is necessary to address the challenges that DoD confronts in preparing officers to serve in joint organizations and leadership positions. This RAND research, sponsored by the Office of the Under Secretary of Defense (Personnel and Readiness), revisits Goldwater-Nichols and defines and frames a strategic approach to further officers' development in joint matters."--Rand web site.

Book A Strategic Approach to Joint Officer Management

Download or read book A Strategic Approach to Joint Officer Management written by Margaret C. Harrell and published by RAND Corporation. This book was released on 2009 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This report uses data from the 2005 JOM survey to examine the demand for and supply of 'jointness' in billets.... The report focuses on three areas: (1) analyzing the characteristics that measure 'jointness' of a billet and using that analysis to identify billets with joint content; (2) determining whether sufficient numbers of officers with joint education, training, and experience are likely to be available to satisfy DoD's needs; and (3) exploring whether and how the experiences of selected communities of officers, for example, those assigned to billets dealing with acquisition matters, differ from those of their peers." --Preface.

Book Framing a Strategic Approach for Reserve Component Joint Officer Management

Download or read book Framing a Strategic Approach for Reserve Component Joint Officer Management written by and published by . This book was released on 2006 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DoD) management processes for active component joint duty assignments, education, and training were built around the solid foundation provided by the Goldwater-Nichols Act (GNA) of 1986. However, it is being increasingly recognized that the current approach to joint matters needs to evolve from its current static format to a more dynamic approach that broadens the definitions of "joint matters" and "joint qualifications" and allows for multiple paths to growing the number of joint officers. An important extension of the current strategic plan is a more explicit and strategic consideration of reserve component joint officer management. The need for a systematic examination of how reserve component joint officers are trained and developed is becoming increasingly urgent, given the dramatic increase in the use of the reserve forces. Building on work done earlier for the active component with respect to joint officer management, this research focuses on framing a strategic approach to reserve joint officer management that does the following: (1) addresses the requirements for and the supply of joint officers for the reserve component, and (2) accounts for the unique constraints of and challenges to reserve joint officer management. A strategic approach for reserve component joint officer management must deliberately determine which jobs require joint experience or which provide it. In particular, given the current strategic intent of the DoD with respect to jointness ("push it to its lowest appropriate level"), the need for joint experience should be measurable in a much larger number of billets, in particular in billets internal to the service. Moreover, valid joint experience might now be provided by service in billets internal to the services, particularly those associated with Joint Task Forces (JTFs), with service component commands, and with joint planning and operations.

Book Who is joint

Download or read book Who is joint written by Sheila Nataraj Kirby and published by Rand Corporation. This book was released on 2006 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: Several recent studies, including a study authorized under the 2002 National Defense Authorization Act, have indicated the need for the Department of Defense (DoD) to update the practice, policy, and law applied to Joint Officer Management (JOM) and Joint Professional Military Education. In 2003, DoD asked the RAND Corporation to undertake an analysis that would provide guidance on officer training and development in joint matters. This work builds on that earlier effort. As a lead-in to this study, the 2005 Joint Officer Management Census survey polled officers serving in billets that were likely to require joint experience or joint education or provide such experience. More than 21,000 survey responses were collected. This report examines the extent to which officers believe their jobs provide them with joint experience or require them to have had prior joint education, training, or experience, and it examines how respondents' answers differ across organizations and military services in which the billets are located. This report provides a comprehensive reference source for the JOM survey data and demonstrates how the data can be used to anchor a strategic approach to joint officer management.

Available in PDF, EPUB and Kindle. Book excerpt: In 1950, when he commissioned the first edition of The Armed Forces Officer, Secretary of Defense George C. Marshall told its author, S.L.A. Marshall, that "American military officers, of whatever service, should share common ground ethically and morally." In this new edition, the authors methodically explore that common ground, reflecting on the basics of the Profession of Arms, and the officer's special place and distinctive obligations within that profession and especially to the Constitution.
