Book Procurement of Works

Download or read book Procurement of Works written by World Bank and published by World Bank Publications. This book was released on 1999 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Standard Prequalification Document (SPD) has been prepared for use by the Bank's Borrowers and their implementing agencies in the procurement of works primarily through International Competitive Bidding (ICB), but the principles may also be applied if prequalification is needed under National Competitive Bidding (NCB). When ICB is the appropriate method for procurement, the use of the Bank's Standard Bidding Documents (SBDs) is mandatory. For large works or complex works, prequalification is usually necessary, and would be mandated in the Loan/Credit Agreement. Accordingly, the Bank's SBD for the Procurement of Works has been prepared on the basis that prequalification, in accordance with this document, will have taken place prior to bidding. The Bank has also issued an SBD for smaller contracts, for which prequalification is optional; if, however, prequalification is required, it should be carried out in accordance with this document. Annex A of this document explains the reasons for following this procedure, and discusses the advantages and disadvantages of prequalification. Annex B explains the rationale for certain clauses, and provides guidances to executing agencies and their consultants in preparing a particular prequalification questionnaire and evaluating the submissions of applicants.

Book International Handbook of Public Procurement

Download or read book International Handbook of Public Procurement written by Khi V. Thai and published by Routledge. This book was released on 2017-09-25 with total page 840 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the 1990s, government at all levels is under increasing pressure to do more with less. However, despite the U.S. government spending about 15 to 20 percent of its GDP on contracts for goods and services, there is a paucity of reference books for public procurement officials and very few textbooks for courses on the subject. Filling this void, the International Handbook of Public Procurement provides the knowledge necessary to understand how procurement works and how to improve the cost-effectiveness of procurement systems. Taking a multidisciplinary approach, the book focuses on the managerial, economic, political, and legal aspects of this topic. It begins with a conceptual framework and highlights various reforms occurring in certain countries. By examining these improvements, readers are able to apply this knowledge to their own strategies. The next section presents selected cases that illustrate the public procurement process, examining systems in various nations including Germany, China, South Africa, Cambodia, Uganda, and Estonia. The book also discusses the rise of electronic procurement systems (E-procurement) and reviews the benefits of these efficient systems. Other topics presented in this comprehensive volume include practical discussions on contract negotiations, bidding, price strategies and cost analysis, and an insightful chapter on the market’s response to contract award announcements. A virtual encyclopedia from numerous international experts, this book was assembled by Khi V. Thai, Professor at Florida Atlantic University and Editor of the Journal of Public Procurement. Dr. Thai has provided technical assistance in the area of public procurement to governments across the world. Empowering those on all sides of the issue, this volume dispenses advice valuable to government officials and contractors, as well as providing a comprehensive text for public administration students.

Book Public Works in Ireland

Download or read book Public Works in Ireland written by Thomas Wren and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This definitive work analyzes the current suite of public works standard form contracts and associated documents in Ireland, the use of which is mandatory for all public construction works. The book provides a detailed analysis of the four major forms of the construction contract - PWCF1 to PWCF4, inclusive - for use where the contract price is above the EU threshold for the EU Works Directive. All four standard forms have the same provisions - whether for building or civil construction - with modifications, depending upon whether design is undertaken by the State authority employer or by the contractor. The forms present a significant departure from what went before: some concepts are still relatively new to the industry and new language and definitions which remain to be tested in terms of interpretation. Written as an Irish reference source, both for the procurement stage as well as for the post-award through the life of a construction contract, Public Works in Ireland contains a chapter for each clause of the contract, with additional chapters dealing with EU public procurement law, associated model forms for bonds, warranties, standard letters, and other procedural observances required under EU and Irish law. A chapter on the disputes clause contains a commentary on the conciliation process and a detailed analysis of the prescribed arbitration rules, AR1, in terms of the Arbitration Act 2010, and observations on the likely impact of the Construction Contracts Act 2013.

Download or read book Procurement Management written by Irfan Ahmad and published by . This book was released on 2020-02 with total page 450 pages. Available in PDF, EPUB and Kindle. Book excerpt: The acquisition of goods, works, and services through public fund is called public procurement. Public procurement is obligatory for the successful implementation of public projects. Public procurement encompasses following processes: - Preparation of annual budget after estimation of needs by the procuring agencies, - Preparation of annual procurement plans following budgetary allocation, and- Accomplishment of procurement plans through a procurement process which includes submission of bids, bid opening, evaluation of bids, contract award, and contract management. The main objective of public procurement is the provision of quality and cost effective goods, works and services to the public through public projects.Public procurement begins with the identification of needs and stimuli required for implementing public projects; categorization of these requirements into goods, works, and services; cost estimation; suppliers management; contract award and management; supply and receipt of goods, works, and services; efficient and effective utilization of goods and services procured to achieve desired results; and maintenance and disposal.Gone are the days when public procurement was considered as just the simple task of purchasing of goods, works, and services which was handled by clerks and store keepers. Recent years has seen public procurement as a complex procedure, which includes involvement of multiple stakeholders. Public procurement in our time is conducted and managed by qualified and competent professionals.Governments introduce public projects to improve the standards of living of the public. The main objective of these projects is to convert available resources into timely, cost-effective and quality services. Adhering to public procurement rules and regulations is vital for accountability of public spending and supports good governance. It also helps to improve economic and social development of a country. Efficient public procurement is essential to ensure timely acquisition of goods, works, and services intended for the public. The magnitude of public procurement in every country is accumulating rapidly, resulting from mammoth growth in economic activities across the nations. A boom in information technology has increased the awareness among the public about their rights of access to benefits from public projects; they are now at a vantage point to dare and analyze the outcome of public procurements. They are aware of the fact that poor procurement practices can inhibit them from receiving benefits of these projects.Public pressure on their governments for timely, quality, and cost-efficient delivery of services is increasing consistently. This growing pressure obliges governments to focus more cuttingly on improvements in procurement legal framework and procedures; with emphasis on risk management, accountability, probity mechanisms. The governments are searching for innovative techniques, including e-procurement, public private partnership and green procurement etc.Public procurement reforms are largely dependent on how a government addresses the capacity-building needs of procuring agencies and public officials to successfully conduct a procurement process. The aim of effective application of procurement reforms is to have a significant impact on the economic development of a country's public and private sectors. Nevertheless, in developing countries, minute consideration is paid to capacity building of the procuring agencies and development of the private sector for and through public procurement.

Book Building Procurement

Download or read book Building Procurement written by Roy Morledge and published by John Wiley & Sons. This book was released on 2021-03-15 with total page 420 pages. Available in PDF, EPUB and Kindle. Book excerpt: As an industrial process, construction is unique. The procurement processes used to achieve the successful completion of built assets requires a different approach to that adopted in most other industries, due to the design of buildings being bespoke and the sites being geographically varied. The procurement process is central to the success of any construction project and many of the problems which impact construction projects can be traced back to the procurement phase, so a good understanding of the methods of procurement, the development of a procurement strategy and the influence it has on project success is essential for all those working in the industry. Much has changed in the global construction industry since publication of the second edition of Building Procurement, for example the increase in debt burden of many major economies, widespread adoption of Building Information Modelling (BIM) Technology in the industry and the United Kingdom's exit from the European Union. This new edition has been rewritten to take account of these significant developments, but at its core it continues to provide a critical examination and review of current procurement practices in the UK, continental Europe (including EU procurement procedures), China, Middle East and Sub-Saharan Africa and the USA. It retains its original strong emphasis on the need for clients to establish achievable objectives which reflect the project business case and focuses on development of suitable strategies and management structures to meet those objectives in the current construction climate. Building Procurement will be essential reading for senior undergraduate and postgraduate students of construction management and practitioners working in all areas of construction management.
