This however is not consistent with the potential which this matter offers with reference to procurement costs and consequently one's own competitive position. In the near future China will advance to become the procurement market par excellence. Today, it already has a large supply base, which in the next few years will lead to China developing into one of the most aggressive competitors in the world. This will lead to an increase in procurement from China. However, it is misplaced to rush into the "adventure" of procurement in China. Thorough preparation is necessary to be successful in the Chinese market. Procurement in China does not only offer opportunities but it is afflicted by risks and problems. The focus of this book is directed towards 5 important problem areas: a lack of market transparency, difficulty in establishing contacts, underdeveloped logistics infrastructure, a lack of product quality, unusual negotiating strategies. The reader is made sensitive to these problem areas. At the same time, it provides practical advice to overcome these problems and gives purchasers useful information and hints in practical business situations. This guide is aimed at purchasing managers in production companies who have not yet had experience of dealing with or in China and who would like to start.

Backed by the Chinese government, Chinese companies have been acquiring equity stakes in natural resource companies, extending loans to mining and petroleum investors, and writing long-term procurement contracts for oil and minerals. These activities have aroused concern that China might be "locking up" natural resource supplies, gaining "preferential access" to available output, and extending "control" over the world's extractive industries. On the demand side, Chinese appetite for vast amounts of energy and minerals puts tremendous strain on the international supply system. On the supply side, Chinese efforts to procure raw materials can either exacerbate or help solve the problems of high demand. Evidence from the 16 largest Chinese natural resource procurement arrangements shows that Chinese efforts—like Japanese deployments of capital and purchase agreements in the late 1970s through the 1980s—fall predominantly into categories that help expand, diversify, and make more competitive the global supplier system. Investigation of smaller projects indicates the 16 largest do not suffer from selection bias. However, Chinese attempts to exercise control over mining of rare earth elements may constitute a significant exception. The investigative focus of this analysis is deliberately narrow and precise, assessing the impact of Chinese resource procurement on the structure of the global supply base. The broader policy discussion in the concluding chapter raises other separate important issues, including the impact of Chinese resource procurement on rogue states, on authoritarian leadership, on civil wars, on corrupt payments and the deterioration of governance standards, and on environmental damage. Such effects may make patterns of Chinese resource procurement objectionable, on grounds quite apart from the debate about possible "control" of access on the part of China and Chinese companies.

Design/methodology - This study is to provide a systematic literatures review on what is impacting the development of e-Government Procurement in China. Hence, based on western research, Chinese literatures are used for this study. Findings - To penetrate the e-procurement of the Chinese government, the acquisition of government procurement certification is necessary. Secondly, the qualification of “Made in China” is one way to join the market. And finally for Korean companies to enter the procurement, it is necessary to provide products to the public institutions such as universities, hospitals and social organizations and to the state-owned enterprises. Originality/value - This paper aims to study what is impacting the development of the e-Government Procurement in China, the current strategies of developing Chinese Governmental e-Procurements, and to present some measures by which Korea's exporting industry could enter the Chinese procurement market. These originalities can be expected to give understanding of Chinese e-government procurement and insight for strategy for both Korean enterprise and relevant academic circles.
