He was hailed on methodological grounds as an early supporter of the behavioral revolution, which called for the use of natural scientific methods in the social sciences and for offering a group theory of politics. Bentley's implicit critique of narrow empiricism reflects the diverse influences of Dilthey, Simmel, and Dewey. As such, it is subject to subtle change and modification over time, but still maintains a constancy via its central nervous system-a congressional form of rule. Woodrow Wilson saw congressional government as "Committee" government. It is administered by semi-independent executive agents who obey the dictates of a legislature, though the agents themselves are not of ultimate authority or accountability. Written by Wilson when he was a twenty-eight-year-old graduate student, this is an astounding examination of the American legislative branches, especially in light of the fact that Wilson had not yet even visited Congress at the time of its composition. Wilson divides "Congressional Government" into six parts. In part one, his introductory statement, Wilson analyzes the need for a federal Constitution and asks whether or not it is still a document that should be unquestioningly venerated. In part two, Wilson describes the make-up and functions of the House of Representatives in painstaking detail. Part three is concerned with taxation and financial administration by the government and its resulting economic repercussions. Part four is an explanation of the Senate's role in the legislative process. The electoral system and responsibilities of the president are the central concerns of part five. And Wilson concludes, in part six, with a both philosophical and practical summarization of the congressional form of the United States government, in which he also compares it to European modes of state governance. In a new introduction specially prepared for this edition, William F. Connelly, Jr. compares Wilson, as a professional politician, to former Speaker of the House Newt Gingrich. He notes that Wilson's ideas, which have had a lasting influence, helped form Gingrich's outlook on the role of the Constitution and the executive branch in the legislative process. He also investigates Wilson's criticism of Madison's separation of powers. "Congressional Government" is a document of continuing relevance, and will be essential for those interested in politics and American history.

Excerpt: ...but I am going to take the time and space to say more, especially as the discussion will lead up to the question of race type, concerning which we should be at rest before proceeding to the further analysis of the institutions of government. The alleged individual endowment presents itself to us either as physical or as psychical; or rather, to be more exact, it is discussed sometimes as the one, sometimes as the other; for the line in such discussions is not well drawn in fact, even when it is presumed to be in theory, and the argument is apt to shift at critical moments from one set of terms to the other in a way that is not conducive to trustworthy conclusions. So-far as the individual endowment regarded as psychical is concerned, I have surely said enough in Part I to make it unnecessary to go into details here. I will only recall that psychical factors regarded as causes proved to be mere shadows of what they were supposed to explain. Certainly, now, if there is any validity at all in my argument, one cannot hope to bring the social groups down from their alleged floating position "up in the air" by trying to hitch them on to any individual endowment of this nature. We must remember that in one sense all_science is "up in the air." It does not have absolute validity. It is the construction of the scientist's mind, to use the current phrase; it is all conception, not perception, to take another similar way of phrasing. To give our groups the appearance of being "pegged down" by using fictitious pegs will not give them any more scientific validity. I am not asserting that never, nor in any way, a more than scientific truth will be reached through the study of human social living. I am asserting only that I am not after such results...
