Book excerpt: UNESCO has been urging countries for the last decade to undertake initiatives to enhance Technical and Vocational Education and Training (VET) which should be a vital aspect of the educational process in all countries (UNESCO, 2001). This demand has driven countries to embark on their individual “quality missions” in an effort to uncover the best approach to embedding quality management into their reform programs. Quality implementation in VET has been approached differently depending on the countries' culture, their education systems, and their societies rules and values. This paper presents what quality, in general, means and some of the main concepts associated with its implementation and assurance. Additionally, the aim of this research is to gauge the concept of quality management in Vocational Education and Training (VET). Thirdly, this paper looks to disseminate what has been discovered and highlight paths that those concerned with VET are taking.

This volume reports on the study of Quality Assurance structures and activities in 36 educational institutes in 6 European Countries and presents guidelines for Quality Assurance.

Available in PDF, EPUB and Kindle. Book excerpt: Indicators are used in quite different ways in vocational education and training, from control and accountability to performance and quality purposes. A classification model has been proposed in which many indicators can fit. It is based on two important dimensions of indicators: (1) the "message" relating to the information content, meaning, and signification of the indicator and (2) the "purpose" relating to the function and use of the indicator. Four main areas on the scale for the message dimension are as follows: exclusively descriptive, management and policy, performance, and quality. Three areas on the scale for the purpose dimension are indicators used for analysis, used for communication, and with a normative purpose. The two main driving forces for the use of indicators are public authorities and institutions. International and European achievements in the work on quality indicators are illustrated by the following: the Organization for Economic Cooperation and Development's INES (Indicators of National Education System) project, the Eurostat key data, and the European Training Foundation key indicators on vocational education and training (VET). At the level of VET institutions, a wide range of performance and quality indicators have been developed across Europe in the Netherlands, Italy, Portugal, Denmark, and Western Australia. The advantages of using quality indicators can be achieved only if 10 conditions---5 design requirements and 5 requirements for processing and use--are met. Book excerpt: This report presents the overall quality assurance framework for initial vocational education in Denmark and the Netherlands and 10 case studies on quality assurance initiatives at Dutch and Danish vocational colleges. Chapter 1 provides an overview of the policy context on quality. Chapter 2 views the quality debate from the perspective of the decentralization or deregulation of vocational education and training (VET) policies (from the government's point of view) and greater autonomy for colleges (from the school's point of view) during recent years. A general conceptual framework is offered for the description of the policy context, quality programs, and case studies. Chapter 3 describes the policy context of initial vocational education at the secondary level within which the quality initiatives of the vocational colleges are taking place. The Danish and the Dutch policy contexts are described separately, followed by a comparison between the countries that highlights similarities and differences in the contexts and programs of quality assurance. Chapter 4 presents 10 case studies describing and discussing the different ways chosen by Dutch or Danish vocational colleges to improve quality. Four case studies emphasize quality activities based on a program of external quality assurance; six place emphasis on fully inhouse quality systems and programs. Chapter 5 provides an evaluation of the implementation of school-based quality concepts in the two countries. Appendixes contain 17 references and background information about the national systems of VET. (YLB)

By employing the Varieties of Capitalism approach as an analytical framework, it seeks to bridge diverging views from an innovative standpoint: While many experts argue that EU policies liberalize national training systems in spite of being ‘soft law’, Varieties of Capitalism argues that these polices do not produce a convergence of national institutions. The book maintains that European instruments such as the European Qualifications Framework and the European Credit System for Vocational Education and Training are indeed biased towards liberal training regimes. On the basis of case studies on Germany, the Netherlands and England, it shows that the initiatives were implemented in line with national training systems. Thus, European soft law does not lead to a convergence of training regimes – or, as the book posits, of welfare states in general.
