Using a series of case studies to show how role conflict has operated in Mexico’s foreign policy, Omar Loera-González studies three specific settings where Mexico could have displayed middle-power behaviour. First, he analyses Mexico’s controversial membership and performance in the Iraq crisis within the Security Council of the United Nations from 2002 to 2003. The second case study examines Mexico’s ambition to display a regional leadership role in regional multilateral bodies like the Community of Latin American and Caribbean States (CELAC) and the Pacific Alliance (PA). In the third and final case study, Loera-González focuses on Mexico’s engagement in human rights and democracy promotion. Conflicting expectations from several actors – domestic and external – have led to a foreign policy contradictory to what is expected for a country with Mexico's material capabilities and its foreign policy objectives. This book will be of interest to graduate students and researchers who work on and with foreign policy analysis and role theory, or to those with a research interest on Mexico.

Book excerpt: This book offers an analysis of the formation of the Dominican state and explores the development of state-society relations since the late nineteenth century. Emelio Betances argues that the groundwork for the establishment of a modern state was laid during the regimes of Ulises Heureaux and Ramï¿1⁄2ï¿1⁄2res. The U.S. military government that followed later expanded and strengthened political and administrative centralization. Between 1886 and 1924, these administrations opened the sugar industry to foreign capital investment, integrated Dominican finance into the international credit system, and expanded the role of the military. State expansion, however, was not accompanied by a strengthening of the social and economic base of national elites. Betances suggests that the imbalance between a strong state and a weak civil society provided the structural framework for the emergence in 1930 of the long-lived Trujillo dictatorship.Examining the links between Trujillo and current caudillo Joaquï¿1⁄2Balaguer, the author traces continuities and discontinuities in economic and political development through a study of import substitution programs, the reemergence of new economic groups, and the use of the military to counter threats to the status quo. Finally, he explores the impact of foreign intervention and socioeconomic change on the process of state and class formation since 1961.

In the first sense, the land is a physical and bounded body of terrain upon which the nation state is constructed (e.g., the purple mountain majesties above the fruited plain, from sea to shining sea). In the second, the country is constituted through its people and established through time and precedence (e.g., land where our fathers died, land of the Pilgrims pride). Kenneth Robert Olwig s extended exploration of these discourses is a masterful work of scholarship both broad and deep, which opens up new avenues of thinking in the areas of geography, literature, theater, history, political science, law, and environmental studies. Olwig tracks these ideas though Anglo-American history, starting with seventeenth-century conflicts between the Stuart kings and the English Parliament, and the Stuart dream of uniting Scotland with England and Wales into one nation on the island of Britain. He uses a royal production of a Ben Jonson masque, with stage sets by architect Inigo Jones, as a touchstone for exploring how the notion of "landscape" expands from artful stage scenery to a geopolitical ideal. Book excerpt: Care ethics first emerged as an attempt to decenter ethics; feminist scholars like Carol Gilligan argued that women’s moral experiences were not reflected in the dominant, masculinist approaches to ethics, which were centered on a rational, disembodied, atomistic moral subject. Care ethics challenged this model by positing ethics as relational, contextualized, embodied, and realized through practices rather than principles. Over the past decades, many care ethics scholars have sought to further this project by considering care politically and epistemologically, in relation to various intersecting hierarchies of power and knowledge. This book advances this project by discussing the ways care ethics contributes to the decentering of dominant epistemologies and to the challenging of privilege and by considering how to decenter care ethics itself via an encounter with non-Western philosophical traditions and alternative epistemologies. Written by scholars from different countries, disciplines, and intellectual traditions, the volume offers original care ethics contributions on epistemic injustice, privileged irresponsibility, ecofeminism, settler colonialism, social movements such as BLM, and various racialized and gendered inequities tied to care work.

Specifically, the book examines why states that adopt and ostensibly implement transitional justice norms as policies—criminal prosecutions, reparations policies, and truth commissions—fail to follow through with their recommendations. Applying these perspectives to a comparative study of states from Latin America and East Asia—namely, Peru, Uruguay, and South Korea—which accepted and implemented transitional justice norms but took different trajectories of behavior after the implementation of policies, this book contributes to understanding the relationship of norm influence on states and why states change in compliance after norm adoption. The book explores the conditions that contribute or limit the continued respect for transitional justice norms, emphasizing the political interests and transnational advocacy networks’ roles in affecting states’ policies of addressing past abuses.
