Book excerpt: The National Science Foundation developed the Science of Science and Innovation Policy program (SciSIP) in 2006 to fund basic and applied research that bears on and can help guide public- and private-sector policy making for science and innovation. By design, SciSIP has engaged researchers from many domains in the development of a community of practice who work together to continually develop frameworks, tools, and datasets for implementing science and innovation policy. Since its inception, the SciSIP program has funded more than 150 researchers and their graduate students. The program also contributed to the initiation of the STAR METRICS (Science and Technology for America's Reinvestment: Measuring the Effect of Research on Innovation, Competitiveness and Science) program, a collaborative effort between the National Science Foundation and the National Institutes of Health. The STAR METRICS program develops tools and mechanisms for measuring federal expenditures on scientific activities, with particular focus on quantifying productivity and employment outcomes. Science of Science and Innovation Policy summarizes a public conference convened by the Committee on National Statistics of the National Academy of Sciences/National Research Council to present research funded by SciSIP and foster intellectual exchange among funded researchers, science, technology, and innovation policy practitioners, and other members of the science community. The conference highlighted advances in the emerging field of the science of science and innovation policy, in particular, models, frameworks, tools, and datasets comprising the evidentiary basis for science and innovation policy. This report focuses on return on investment models; organizational structures that foster accelerated scientific productivity; linkages between commercialized scientific knowledge and job creation; the roles of universities and government in technology transfer and innovation; technology diffusion and economic growth; non-economic impacts of science and innovation expenditures; regional and global networks of knowledge generation and innovation; mechanisms for encouraging creativity and measuring outputs and outcomes from transformative research; and development, manipulation and visualization of data representing scientific activities.

Book excerpt: Business-as-usual in terms of industrial and technological development – even if based on a growing fear of pollution and shortages of natural resources – will never deliver sustainable development. However, the growing interest in recent years in the new science of industrial ecology (IE), and the idea that industrial systems should mimic the quasi-cyclical functions of natural ecosystems in an 'industrial food chain', holds promise in addressing not only short-term environmental problems but also the long-term holistic evolution of industrial systems. This possibility requires a number of key conditions to be met, not least the restructuring of our manufacturing and consumer society to reduce the effects of material and energy flows at the very point in history when globalisation is rapidly increasing them. This book sets out to address the theoretical considerations that should be made implicit in future research as well as practical implementation options for industry. The systematic recovery of industrial wastes, the minimisation of losses caused by dispersion, the dematerialisation of the economy, the requirement to decrease our reliance on fuels derived from hydrocarbons and the need for management systems that help foster inter-industry collaboration and networks are among the topics covered. The book is split into four sections. First, the various definitions of IE are outlined. Here, important distinctions are made between industrial metabolism and IE. Second, a number of different industrial sectors, including glass, petroleum and electric power, are assessed with regard to the operationalisation of industrial ecology. Eco-industrial Parks and Networks are also analysed. Third, the options for overcoming obstacles that stand in the way of the closing of cycles such as the separation and screening of materials are considered and, finally, a number of implications for the future are assessed. The contributions to Perspectives on Industrial Ecology come from the leading thinkers working in this field at the crossroads between a number of different disciplines: engineering, ecology, bio-economics, geography, the social sciences and law.

Book excerpt: The "precautionary principle" -- the environmental version of the admonition first, do no harm -- is now enshrined in numerous international environmental agreements including treaties addressing global warming, biological diversity, and various pollutants. Some environmentalists have invoked this principle to justify policies to control, if not ban, any technology that cannot be proven to cause no harm. In this innovative book, Goklany shows that the current use of the precautionary principle to justify such policies is flawed and could be counterproductive because it ignores the possible calamities those very policies might simultaneously create or prolong. The precautionary principle, unfortunately, does not provide any method of resolving such dilemmas, which are commonplace in the field of environmental policy. To address that problem, Goklany develops a framework consistent with the precautionary principle to resolve such dilemmas. That framework ranks potential threats to the environment on the basis of their nature, magnitude, immediacy, uncertainty, persistence, and the extent to which they can be alleviated. Applying that framework to three contentious environmental policy issues facing humanity and the globe -- DDT, bioengineered crops, and global warming -- Goklany shows that some popular policy prescriptions, despite good intentions, are in fact likely to do more harm than good.

Basing his conclusions on a painstaking compilation of long-term empirical data on air quality and emissions data extending from the pre- federalization era to the present (some dating back a century), Goklany challenges the orthodoxy that credits federal regulation for improving air quality. He shows that the air had been getting cleaner prior to—and probably would have continued to improve regardless of—federalization. States and localities, after all, have always been engaged in a race to improve the quality of life, which means different things at different stages of economic development.
