To engender love of nation among its citizens, national movements portray the nation as a family. To motivate loyalty, political leaders frame themselves as fathers, mothers, brothers, or sisters to their clients, parties, or the citizenry. To stimulate production, economic actors evoke the sense of duty and mutual commitment of family obligation. To sanctify their edicts, clerics wrap religion in the moralities of family and family in the moralities of religion. Social and political movements, from the most secular to the most religious, pull on the tender strings of family love to recruit and bind their members to each other. To call someone family is to offer them almost the highest possible intimacy, loyalty, rights, reciprocities, and dignity. In recognizing the significance of the concept of family, this state-of-the-art literature review captures the major theories, methods, and case studies carried out on Arab families over the past century. The book offers a country-by-country critical assessment of the available scholarship on Arab families. Sixteen chapters focus on specific countries or groups of countries; seven chapters offer examinations of the literature on key topical issues. The accompanying increase in its working age population creates a window of opportunity, which if properly harnessed, can translate into higher growth and yield a demographic dividend. We quantify the potential demographic dividend based on the experience of other regions. The dividend will vary across countries, depending on such factors as the initial working age population as well as the speed and magnitude of demographic transition. It will be critical to ensure that the right supportive policies, including those fostering human capital accumulation and job creation, are in place to translate this opportunity into concrete economic growth.

In 2016, it was projected that, given the country’s growing youth population, 300,000 new jobs would need to be created each year to absorb the increasing numbers of unemployed young people. Yet the employment structure of the Ghanaian economy has not changed much from several decades ago. Most jobs are low skill, requiring limited cognitive or technology know-how, reflected in low earnings and work of lower quality. An additional challenge for Ghana is the need to create access to an adequate number of high-quality, productive jobs. This report seeks to increase knowledge about Ghana’s job landscape and youth employment programs to assist policy makers and key stakeholders in identifying ways to improve the effectiveness of these programs and strengthen coordination among major stakeholders. Focused, strategic, short- to medium-term and long-term responses are required to address current unemployment and underemployment challenges. Effective coordination and synergies among youth employment programs are needed to avoid duplication of effort while the country’s economic structure transforms. Effective private sector participation in skills development and employment programs is recommended. The report posits interventions in five priority areas that are not new but could potentially make an impact through scaling up: (1) agriculture and agribusiness, (2) apprenticeship (skills training), (3) entrepreneurship, (4) high-yielding areas (renewable energy†“solar, construction, tourism, sports, and green jobs), and (5) preemployment support services. Finally, with the fast-changing nature of work due to technology and artificial intelligence, Ghana needs to develop an education and training system that is versatile and helps young people to adapt and thrive in the twenty-first century world of work.

Book excerpt: Despite impressive progress in the economic performance of many African countries in recent years, youth unemployment remains one of the continent’s main socioeconomic and political problems. This study employs panel data covering 49 African countries for the period 2000–2017 to provide the first attempt to explicitly examine the dynamic relationship between quality foundational skills, measured by basic education quality (teacher-pupil ratio), and youth unemployment, while considering the conditional role of institutional capacity, measured by control of corruption, regulatory quality, and financial development. The empirical estimation in this paper is based on a two-step system generalized method of moments (SGMM), in order to control for unobserved heterogeneity and potential endogeneity of all the explanatory variables. The following are the main findings: First, youth unemployment is persistent in Africa. Second, quality of basic education exerts a negative impact on youth unemployment. Third, greater control of corruption, improved regulatory quality, and better structured financial sectors strengthen the effect of quality basic education in reducing youth unemployment. These findings provide a clear policy pathway for reducting youth unemployment. In particular, we recommend that better quality basic education, a well-structured financial structure, and institutional quality should constitute a fundamental component of the policy mix to reduce youth unemployment in Africa.

The report proposes a human-centred recovery strategy to avoid scarring of global labour markets for the years to come.

Book excerpt: Youth have always had higher unemployment rates – about twice or more than the average – as they are usually the last to be hired in an expansion and the first to be let go in a recession. In addition, young people engage in extensive job searching in their early years, and this can imply considerable job churning as both youth and employers look for a good match. This highlights the importance of facilitating the school-to-work transition and having early interventions to assist such youth before negative conditions set in. It also highlights the potential importance of determining those young people most “at risk” of long-term unemployment, and of targeting or streaming them into programmes that will yield the largest incremental net benefits given their characteristics. Unemployed youth without previous work experience often are not eligible for unemployment insurance benefits when they first enter the labour market. When they do receive job search assistance, they often face a bewildering array of programmes that are available to assist them, often with little guidance to help them select the programs that best meet their needs. Consequently, ensuring that today’s youth do not become a “lost generation” is an urgent matter. George Bernard Shaw once said that it is too bad that “youth is wasted on the young”, implying that youth do not realize the opportunities they have as youth and only see them as they get older. There is a danger, however, that many of today’s youth may be never have those opportunities and hence not even see them with hindsight. This book and others in the ADAPT Labour Studies Book-Series are intended to deal with these challenges, to make sure that youth is not wasted on the young.
