Hillel's work now relates primarily to soil smoothing and runoff farming Cluff has done a considerable amount of work on the use of soil sealing with sodium salts and on gravel-covered plastic membranes The most recent innovation in the construction of catchments appears to be the use of granulated wax spread over the ground surface so that the sun will melt the wax and cause it to flow into the soil. The resulting wax coating causes the soil, for some as yet unknown period of time, to become both water repellent and stabilized. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.
