Book excerpt: Throughout the twentieth century, cities such as Houston, Galveston, New Orleans, and Mobile grappled with the safety hazards created by oil and gas industries as well as the role municipal governments should play in protecting the public from these threats. James B. McSwain’s Petroleum and Public Safety reveals how officials in these cities created standards based on technical, scientific, and engineering knowledge to devise politically workable ordinances related to the storage and handling of fuel. Each of the cities studied in this volume struggled through protracted debates regarding the regulation of crude petroleum and fuel oil, sparked by the famous Spindletop strike of 1901 and the regional oil boom in the decades that followed. Municipal governments sought to ensure the safety of their citizens while still reaping lucrative economic benefits from local petroleum industry activities. Drawing on historical antecedents such as fire-protection engineering, the cities of the Gulf South came to adopt voluntary, consensual fire codes issued by insurance associations and standards organizations such as the National Board of Fire Underwriters, the National Fire Protection Association, and the Southern Standard Building Code Conference. The culmination of such efforts was the creation of the International Fire Code, an overarching fire-protection guide that is widely used in the United States, Mexico, the Caribbean, and Central America. In devising ordinances, Gulf South officials pursued the politics of risk management, as they hammered out strategies to eliminate or mitigate the dangers associated with petroleum industries and to reduce the possible consequences of catastrophic oil explosions and fires. Using an array of original sources, including newspapers, municipal records, fire-insurance documents, and risk-management literature, McSwain demonstrates that Gulf South cities played a vital role in twentieth-century modernization.

Book excerpt: NCRP Report No. 116 is the latest in the long series of reports on basic radiation protection criteria that began in 1934. It supersedes the predecessor in the series, NCRP Report No. 91, which was published in 1987. The current Report takes advantage of new information, evaluations and thinking that have developed since 1987, particularly the risk estimate formulations set out in NCRP Report No. 115. While the recommendations set out in this Report do not constitute a radical revision of the basic criteria, they do represent a refinement of the system enunciated in Report No. 91. Important changes include the utilization of revised tissue/organ weighting factors and the introduction of radiation weighting factors. Also noteworthy is the introduction of an allowable reference level of intake. Noteworthy too is the recommendation of an age-based lifetime limit for control of occupational exposures and a major simplification of limits aimed at controlling the exposure of the embryo and fetus. This Report, after outlining the goals and philosophy of radiation protection and the basis for exposure limits, goes on to review, in some detail, absorbed dose, equivalent dose, radiation weighting factors, and effective dose. Committed equivalent dose and committed effective dose are also introduced. Risk estimates for radiation exposure are presented and then the dose limits are enunciated. The Report also covers exposure in excess of the limits, limits for unusual occupational situations, guidance for emergency occupational exposure, and remedial action levels for naturally occurring radiation.

Book excerpt: Diversity within and among living organisms is both a biological impera tive and a biological conundrum. Phenotypic and genotypic diversity is the critical currency ofecological interactions and the evolution of life. Thus, it is not unexpected to find vast phytochemical diversity among plants. However, among the most compelling questions which arise among those interested in ecological phytochemistry is the extent, nature, and reasons for the diversity of chemieals in plants. The idea that natural products (secondary metabolites) are accidents of metabolism and have no biological function is an old one which has resurfaced recently under a new term "redundancy. " Redundancy in the broader sense can be viewed as duplication of effort. The co-occurrence of several classes of phytochemieals in a given plant may be redundancy. Is there unnecessary duplication of chemical defense systems and ifso, why? What selective forces have produced this result? On the other hand, why does the same compound often have multiple functions? At a symposium of the Phytochemical Society of North America held in August 1995, in Sault Ste. Marie, Ontario, Canada, the topic "Phytochernical Redundancy in Ecological Interactions" was discussed. The chapters in this volume are based on that symposium. They both stimulate thought and provide some working hypotheses for future research. It is being increasingly recognized that functional diversity and multiplicity of function of natural products is the norm rather than the exception.
