Book excerpt: Excerpt from Proceedings at the Thirty-Ninth Annual Meeting of the National Civil Service Reform League: At Springfield, Mass;, February 26, 1920 The work of the Committee on Foreign Service of the League has been pressed forward with conspicuous success. The full report of the Committee was pub lished, in a book of 320 pages, in September. A resume has been distributed to the members of congress, the business organizations throughout the country, and to interested individuals. The press of the country has given it unstinted praise. The recommendations of the Committee have attracted the attention of some of the leading business organizations interested in foreign trade, notably the American Manufacturers' Export As sociation and the National Foreign Trade Council. The League with these two organizations has formed a J oint Committee for the purpose of drafting legislation and a program of activity which will secure the adoption thereof. As stated by Mr. Dana. The President of the League, in a foreword for the report, it is hardly necessary to enlarge on the importance of the subject. Mr. Ellery C. Stowell, the Chairman of the League's Committee on Foreign Service has brought together in this report an array of facts and a reasoned discussion of them such as has not before been attempted. Certain conclusions result from this discussion which point to the necessity for prompt legislative action. These conclusions are set forth in the recommendations of the Committee. As evidence of the importance of the subject, the Secretaryof State has already made a report to Congress which bears out many of the League's recommendations, not ably that the salary schedules must be increased and that adequate post allowances must be provided and that lines of promotion should be Opened up to the grades of minister and ambassador. Otherwise quali fied men in the service will continue to resign to its demoralization. These recommendations should be urged upon the people of the country. Congress with its customary sluggishness is slow to act upon such a situation as our foreign service represents and it is only through a thoroughly aroused public opinion that we shall obtain the reforms needed to make our busi ness men able to compete with the business men of the other great nations. In 1848 we see this struggle intensifying. After the end of the wars of Napoleon, in 1815, that amazing Congress of Vienna was summoned, to divide up the world, in a way I suppose highwaymen would divide up loot. They carved and recombined Europe in the interest of Austria, Prussia, Russia and Great Britain; and France and French possessions were the victims. You will, perhaps, recall that when the Repub lic of Genoa had been tossed over to some king, the representatives of the republic complained to the czar, who was one of the most sentimental, beautiful souls that ever played the part of an iron-handed, bloody despot. The czar replied, Repub lies are no longer fashionable. One, hun dred and two years after that remark Rus sia said to the czar, Czars are no longer fashionable. The difference between those two fashions is the difference which meas ures the development of American ideals in the spread of democracy throughout the world. This autocratic power which, in 1815, was so firmly intrenched in Europe has gone down in a way that is hard to believe.
