This point was vividly illustrated during the Persian Gulf War and documented by the Center for Naval Analyses in its quarterly progress report of April-June 1991: Analysis of Desert Storm TACAIR operations indicated that unfavorable environmental conditions were responsible for 29 Navy strike mission aborts or cancellations and for 63 strike diversions from the primary target. Moreover, at least one-third of all missions executed by Navy TACAIR were impaired by restricted meteorologic visibility. Atmospheric effects, Environmental support, Strike warfare.

Book excerpt: We have developed, tested, and operationally implemented a web based system for collecting and analyzing in nearreal time weather forecast and observational data to assess: (a) the performance of forecasts; and (b) the operational impacts of forecasts. A major goal of the system is to quantify the impacts of weather forecasts on the planning, execution, and outcomes of military operations. Our tests and implementation were focused on the METOC support provided by Naval Pacific Meteorology and Oceanography Detachment (NPMOD) Fallon to Naval Strike and Air Warfare Center (NSAWC) operations at Naval Air Station Fallon. Data are collected by NPMOD Fallon and entered via a web interface into a database at the Naval Postgraduate School (NPS) where the data are analyzed and results are reported in near-real time. The results include quantitative assessments of: (1) forecasts used in planning NSAWC missions; (2) changes made during mission planning in response to forecasted weather; (3) deviations from mission plans that occurred in response to weather conditions actually encountered; (4) positive and negative impacts on missions due to forecasts; (5) METOC Tactical Decision Aid forecast accuracy and mission impacts; and (6) forecast performance and mission impacts with respect to specific weather factors.

Book excerpt: On-scene characterization of the battlespace environment is critical toward providing the warfighter with an effective understanding of the environment and its impact on weapon systems and sensors and requires the rapid acquisition and dissemination of on-scene meteorological and oceanographic (METOC) measurements. The current practice of manually observing and recording METOC data is labor intensive, outdated, and no longer capable of satisfying the requirements for higher temporal and spatial observations. This study reviews the current methodology to characterize the battlespace environment, summarizes relevant Navy needs, and describes the results of integrating a prototype small combatant integrated METOC system (SCIMS) developed by the Naval Postgraduate School, with a prototype data processing and distribution system (Weather Viewer) developed by SPAWARSYSCEN San Diego. At-sea demonstration included the acquisition, encoding, transmission and retrieval of real-time observations to/ from shore based METOC data servers at Fleet Numerical Meteorology and Oceanography Center via commercial telephone access to the Internet. The demonstration further served as the basis for development of a PC based prototype shipboard METOC archive and reports system called SMART Log. The study concludes with particular recommendations for updating and improving the system of environmental data collection, processing, utilization, and archival.
