Book excerpt: FAO organized its first ever Global Conference on Sustainable Plant Production (GPC) (Rome, 2 to 4 November 2022), with a focus on Innovation, Efficiency and Resilience. Its main objective was to provide a neutral forum for FAO Members, farmers, scientists, development agencies, policy makers, extensionists, civil society, opinion leaders and the private sector to engage in dialogues around sustainable plant production. To achieve impact towards implementing the 2030 Agenda, the GPC developed 20 actionable recommendations. The recommendations encompass all the thematic areas highlighted in the GPC, with a focus on adaptation to local contexts, needs of small-scale farmers, and include cross-cutting issues to guide active innovation for global sustainable plant production systems. The recommendations clearly establish (i) priorities for targeted mobilization and pooling of scientific, technical and financial resources; (ii) evidence and knowledge sharing through the creation and management of functional technical networks; and (iii) testing and scaling evidence-based sustainable plant production practices, partnerships and policies.

Book excerpt: The Action Framework (2021-2025) for the Global Action on Green Development of Special Agro-Products: “One country – One Priority Product” (OCOP) presents the rationale, main pillars, key principles, thematic areas, results framework, budget, and activity planning, coordination and implementation, and guidelines for country project application for implementation of the Global Action. Special agricultural products (SAPs) are agricultural products with unique qualities and special characteristics associated with geographical locations, farming practices and cultural heritages. They are important examples of underutilized resources, which have not received the same attention as commonly known agricultural products, but which can significantly contribute to ensuring food security and healthy diets, supporting a sustainable bioeconomy, and improving farmers’ livelihoods and economic growth while protecting the environment and biodiversity. SAPs include all kinds of agricultural products, with the potential to become national or local agricultural products, and to be integrated into local, regional, and global markets and trade. In this context, Global Action has been developed based on the renewed mission of FAO. The Global Action will promote inclusive, profitable, and environmentally sustainable value chains through optimizing the structure, functionality, and service of SAPs production systems, minimizing the application of agrochemicals, waste, and losses, and maximizing integrated agro-profits to enable the transition to MORE efficient, inclusive, resilient, and sustainable agriculture production.

Book excerpt: There is much current controversy over whether the rights to seeds or plant genetic resources should be owned by the private sector or be common property. This book addresses the legal and policy aspects of the multilateral seed management regime. First, it studies in detail the International Treaty on Plant Genetic Resources for Food and Agriculture (the Treaty) in order to understand and identify its dysfunctions. Second, it proposes solutions - using recent developments of the "theory of the commons" - to improve the collective seed management system of the Treaty, a necessary condition for its member states to reach the overall food security and sustainable agriculture goals. Redesigning the Global Seed Commons provides a significant contribution to the current political and academic debates on agrobiodiversity law and governance, and on food security and food sovereignty, by analyzing key issues under the Treaty that affect the design and implementation of regulatory instruments managing seeds as a commons. It also examines the practical, legal, political and economic problems encountered in the attempt to implement these obligations in contemporary settings. In particular, it considers how to improve the Treaty implementation by proposing ways for Contracting Parties to better reach the Treaty’s objectives taking a holistic view of the human-seed ecosystem. Following the tenth anniversary of the functioning the Treaty’s multilateral system of access and benefit-sharing, which is currently under review by its Contracting Parties, this book is well-timed to examine recent developments in the field and guide the current review process to design a truly Global Seed Commons.
