Countries around the globe have a need for more electrical generating capacity because of increases in population and increases in energy use per capita. The needs are constrained by the requirement that the ba- load energy source be economical, secure, and not emit climate-changing gases. Nuclear power fits this description. Therefore, many countries that have not had a nuclear power program (or only had a small program) see a need to develop one in the future. However, the development of a national nuclear energy program is not so simple. The purpose of the NATO Advanced Research Workshop on Nuclear Power and Energy Security was to contribute to our understanding of how these programs might evolve. The workshop took place 26–29 May 2009 in Yerevan, Armenia. Approximately 50 participants discussed the infrastructure that is needed and some of the reactor options that might be considered. The papers in this book helped define the discussion that took place. The infrastructure that is needed includes a legal framework, a functioning regulator, a plan for waste disposal, a plan for emergency response, etc. These needs were explained and just as importantly, it was explained what international, bilateral, and regional cooperation is available. Although there were many co- tries represented, the Armenian experience was of particular interest because of where the meeting was located. The papers on reactor options covered both innovative and evolutionary designs.

GEESD2021 attracted more than 250 submissions, 88 of which were accepted after an extensive period of peer review by more than 100 reviewers and members of the program committee. These are included here, grouped into 3 sections, with 28 papers on sustainable energy; 34 on ecology; and 26 papers covering environmental pollution and protection. Offering an overview of the most up-to-date findings and technologies in the field of sustainable energy and environmental protection, the book will be of interest to all those working in this field.

Is energy security assured by backup generator sets dedicated to individual buildings that are pre-identified as critical assets with fuel for 3-5 days? Suppose a utility power grid outage occurs. Today it is impossible to locally wheel power from dispersed individual on site fossil-fueled or renewable power sources to facilities or other power loads & anywhere at any time. Each power source is stranded; powering only one load. Relocating generator sets and engineering their electrical connections to other power loads are not speedy or trivial tasks. There are many mission aspects that go unpowered in a blackout because Army cannot afford backup generator sets for every building, training range, sewer treatment plant, warehouse, motor pool, etc. Even if everything has dedicated backup generators, experience shows that 50 percent will not operate right anyway & and they will run out of gas after 3-5 days. Mission priorities are dynamic; power outages are unpredictable. Commanders must have the ability to wheel dispersed and finite on-installation power anywhere at anytime and to allocate stored fuels for extended outages. A new vision of energy security is needed for the asymmetrical threats and dynamics of the GWOT era.
