Success in achieving our objectives in the occupied areas, in turn, depends, to no small extent, upon the understanding and full support of the American people, whose opinions are reflected in our foreign policy. This nation was conceived on the principle that every man should have a loud voice in the shaping of his own destiny. Effective participation in the formulation and administration of policies worthy of the American traditions, requires that each citizen take an active and intelligent interest in world affairs and acquaint himself with the nature of international problems and the implications which these problems may have on the future peace of the world. The series of articles reprinted in this pamphlet is intended to provide the American people with the background data necessary for the creation of an informed public opinion concerning the political and administrative pattern of the occupation policy of the United States. Contents include: the responsibilities of the Office of the Assistant Secretary of State for Occupied Areas; machinery for making and executing policy in the occupied countries: Germany, Austria, Japan, and Korea; the beginnings of self-government in the American zone of Germany; and the United States in the Allied Administration of Austria.

This study provides the history of the treaty that was negotiated in order to end this occupation. In the Moscow Declaration of 1943, the United States, Great Britain and the Soviet Union had declared that Austria should be liberated from Nazi rule and reconstructed as an independent state. After the war, however, this goal was soon overshadowed by security and power considerations, and then by the Cold War. While the West strove to safeguard Austria’s independence from communist expansion, the USSR refused to finalize a treaty and to withdraw from its zone in the eastern part of the country. In the end it took until 1955 to come to an agreement and receive Soviet consent for a treaty. An important Soviet precondition for agreeing to withdraw was Austria becoming a permanently neutral country. The roots of Austria’s neutrality as traced in this volume were not only linked to Soviet, but also to Austrian considerations. Based on US, Soviet, British, French, German, Swiss and Austrian documents, the book analyzes the risks, pitfalls and blockades that had to be avoided and overcome before Austria could finally regain its independence and be reconstructed.
