Book excerpt: This book explores regionalism in the Southern African Development Community (SADC) and highlights the influence of the European Union (EU) as an extra-regional actor on the organization and integration process. The analysis is guided by theory and explains the emergence, institutional design and performance of SADC’s major integration projects in the issue areas of the economy, security and infrastructure. It provides in this way a profound assessment of the organization as a whole. The study shows that South Africa plays a regional key role as driver for integration while external influence of the EU is ambivalent in character because it unfolds a supportive or obstructive impact. The author argues that the EU gains influence over regional integration processes in the SADC on the basis of patterns of asymmetric interdependence and becomes a ‘game-changer’ insofar as it facilitates or impedes solutions to regional cooperation problems.

At the same time that warfare is changing, so has the state’s capacity to provide security and political stability to its citizens. This book deals with the role of regional organizations in Africa’s security. It focuses on three basic—yet often overlooked—questions: (1) the advantages and disadvantages of African regional and sub-regional organizations vis-à-vis other security mechanisms, (2) the official and unofficial reasons to intervene, and (3) whether security is actually protected by the peace activities carried out by the regional organizations. Since the end of the Cold War, there has been an increased focus on regions as a relevant realm for security, with actors within regional contexts identifying a significant degree of interdependency between one another. As a consequence, international security has taken on a distinct regionally institutionalised character, as seen by the increase in calls for greater utilisation of ‘Chapter VIII: Regional Arrangements’ of the UN, in order to create a devolved UN-led system of global security management. However, the idea of a system of global security management is a remote prospect, because divergence seems to be as important as commonality in terms of regional security. In light of the above, Regional Organisations and Security analyses the primary ROs that are active in Africa, Asia, Eurasia, the Middle East and South America. The findings of individual case studies are compiled to highlight disparities and similarities in how security is seen, prioritised, understood, practised, managed and implemented across regions. On this basis, the authors reach conclusions about whether we live in an increasingly globalised or regionally distinct world, and go on to assess the prospects for a globalised system of security management and consider how this might be developed and organised. This book will be of interest to students of comparative regionalism, international organisations, international security and IR.

Book excerpt: On 3 and 4 September 2007, the Institute for Global Dialogue (IGD) and the Friedrich Ebert-Stiftung (FES) jointly hosted the fourth Southern African Forum on Trade (SAFT) on the theme of 'Revisiting regionalism in Southern Africa.' Like its predecessors, the fourth SAFT provided a platform for critical debate and reflection on trade-related matters, bringing together from the region academics, activists, policy-makers, and senior officials working in the field. This latest meeting of the SAFT was aimed at revisiting the approach to regional economic integration adopted by the Southern African Development Community (SADC) from both a normative and an empirical perspective. One objective was to provide a basis from which to assess the current trajectory of regional integration and co-operation in SADC beyond the milestones for deeper integration set by SADC itself. This was done by taking a step back, and having a fresh look at different models of regionalism with regard to their respective potential in meeting the socio-economic and political development challenges of Southern Africa.

Book excerpt: The richness of public and academic discourses on the past, present and future direction of South Africas role in Africa and the world suggests that as a sub-discipline of politics, South African foreign policy is ready for a systematic and regular appraisal in the form of a series of publications that the Institute for Global Dialogue will call South African Foreign Policy Review. This is also because constant changes in international and domestic circumstances impinge on the management and analysis of South Africas foreign policy. This, the first review provides an important opportunity to build on existing foreign policy works in order to take stock of the road already travelled in the past decade or so. This is crucial in laying some basis for anticipating the countrys future role, and considering the opportunities and challenges, which future volumes of the review will consider. This volume provides a wide-ranging appraisal of the relationship between stated foreign policy goals and actual outputs and outcomes, an assessment of how foreign policy has actually been operationalized and implemented. To this end, common themes in South African foreign policy provide the framework for the first review. Book excerpt: Despite regionalism having developed into a global phenomenon, the European Union (EU) is still more often than not presented as the ’role-model of regionalism’ whose institutional designs and norms are adopted by other regional actors and organizations as part of a rather passive ’downloading process’. Reaching beyond such a Eurocentric perception, Mapping Agency provides an empirically rich ’African perspective’ on regionalisms in Sub-Saharan Africa. It adopts an actor-centred approach but departs from a rather simplified understanding of agency as exerting power and instead scrutinizes to what extent actors actually participate in or are excluded from processes of regionalism. The value of this volume derives from the inclusion of historical dimensions, its open multi-actor approach to both formal and informal processes and its comparative perspective within but also beyond Sub-Saharan Africa. The chapters offer a multifaceted picture of agency beyond disciplinary divides where the EU is one actor amongst many and where local, national, regional and global state and non-state actors shape - and sometimes break - processes of regionalisms in Sub-Saharan Africa.
