Book excerpt: Terrorist attacks perpetrated by lone actors have already occurred in several countries, and this phenomenon is emerging as a threat to the security of both NATO members and other countries worldwide. In this context, a lone actor, or 'lone wolf’, is someone who individually prepares or commits violent acts in support of an ideology, group or movement, but who is acting outside of the command structure and without the assistance of any group. Up to now, these individual acts have been seen as almost impossible to forecast, but it is nevertheless important to develop a responsible security policy which takes them into account and incorporates planning for counteraction, prevention and response. This book presents papers, written by leading experts in the field, which reflect the subjects presented at the workshop 'Loan Actors – An Emerging Security Threat', part of the NATO Science for Peace and Security Programme, held in Jerusalem in November 2014. The papers are divided into five sections: the threat of lone actor terrorism; case studies; countering and responding to the threat; legal and ethical aspects; and foresight and policy aspects. The insights, information and recommendations shared in this book will be of interest to all those involved in developing a more efficient response policy to this emerging threat.

Lars-Erik Cederman, Kristian Skrede Gleditsch, and Halvard Buhaug offer a theoretical approach that highlights ethnonationalism and how the relationship between group identities and inequalities are fundamental for successful mobilization to resort to violence. Although previous research highlighted grievances as a key motivation for political violence, contemporary research on civil war has largely dismissed grievances as irrelevant, emphasizing instead the role of opportunities. This book shows that the alleged non-results for grievances in previous research stemmed primarily from atheoretical measures, typically based on individual data. The authors develop new indicators of political and economic exclusion at the group level, and show that these exert strong effects on the risk of civil war. They provide new analyses of the effects of transnational ethnic links and the duration of civil wars, and extended case discussions illustrating causal mechanisms.

While the debate has advanced beyond the simple question of whether the Internet is a tool of liberation or one of surveillance and propaganda, theory and empirical data attesting to the circumstances under which technology benefits autocratic governments versus opposition activists is scarce. In this book, Nils B. Weidmann and Espen Geelmuyden R d offer a broad theory about why and when digital technology is used for one end or another, drawing on detailed empirical analyses of the relationship between the use of Internet technology and protest in autocracies. By leveraging new sub-national data on political protest and Internet penetration, they present analyses at the level of cities in more than 60 autocratic countries. The book also introduces a new methodology for estimating Internet use, developed in collaboration with computer scientists and drawing on large-scale observations of Internet traffic at the local level. Through this data, the authors analyze political protest as a process that unfolds over time and space, where the effect of Internet technology varies at different stages of protest. They show that violent repression and government institutions affect whether Internet technology empowers autocrats or activists, and that the effect of Internet technology on protest varies across different national environments.

How should we understand women’s participation in peace processes and in peace operations? And what forms of gendered security dynamics are present in armed conflict and international interventions? These questions represent central themes of protection and participation that the international community has to address in order to implement UNSCR 1325. Thus far, the implementation has often employed varying approaches related to gender mainstreaming, a third theme of the resolution. Yet, there is a dearth of systematic data which until recently has restricted the ability of researchers to evaluate the progress in implementation and impact of UNSCR 1325. Book excerpt: Abstract: To examine the impact of Rwanda's 1994 genocide on children's schooling, the authors combine two cross-sectional household surveys collected before and after the genocide. The identification strategy uses pre-war data to control for an age group's baseline schooling and exploits variation across provinces in the intensity of killings and which children's cohorts were school-aged when exposed to the war. The findings show a strong negative impact of the genocide on schooling, with exposed children completing one-half year less education representing an 18.3 percent decline. The effect is robust to including control variables, alternative sources for genocide intensity, and an instrumental variables strategy.
