Book excerpt: Rapid gender assessments of 12 projects in four countries were undertaken as part of the Asian Development Bank’s commitment to improving aid effectiveness. The assessment of three loans in Mongolia found that positive gender equality results were achieved due to the implementation of a gender action plan in one project and a gender mainstreaming approach in another. Comparing approaches between the three projects demonstrated that paying attention to gender differences during design and implementation produced better results for women, enhanced the quality of project implementation, and contributed directly to achieving loan outcomes and improved project effectiveness. This report discusses the gender equality results achieved for each project, summarizes factors that enhanced the quality of project design and implementation, and makes recommendations to maximize gender equity as a driver of change.

Book excerpt: As this excellent book demonstrates, the study of comets has now reached the fas cinating stage where we understand comets in general simple tenns while, at the same time, we are uncertain about practically all the details of cometary nature, structure, processes, and origin. In every aspect, even including dynamics, a choice among several or many competing theories is made impossible simply by the lack of detailed knowledge. The space missions, snapshot studies of two comets, partic ularly the one that immortalizes the name of Sir Edmund Halley, have produced a huge mass of valuable new infonnation and a number of surprises. Nonetheless, we face the tantalizing realization that we have obtained only a fleeting glance at two of perhaps a hundred billion (lOll) or more comets with possibly differing natures, origins, and physical histories. To my personal satisfaction, comets seem to have discrete nuclei made up of dirty snowballs, as I concluded four decades ago, but perhaps they are more like frozen rubbish piles.

Sinclair, actively supports new fields of science. The recent exploration of the outer parts of the Solar System by spacecraft focused the attention of a large community of scientists on the problem of ices, which playa major role in the accretionary processes in space except for the close neighborhood of the Sun and of other stars. NATO responded to this new interest by agreeing to sponsor an Advanced Research Workshop "Ices in the Solar System", provided a proper organizing body could be set up. It was a pleasure to organize such a workshop jointly with Profes sor Roman Smoluchowski who had earlier organized similar conferences. I knew from the experience of others who managed such meetings in the past that there would be much work, but the opportunity of cooperating with Smoluchowski was very attractive and convinced me to agree. If well organized, the whole project promised to be more than rewarding for a large community of scientists, both in the short run and in the long run, by clarifying certain outstanding questions in astrophysics. It became clear that a well-organized international conference would attract top scientists and help unravel many fundamental problems.

In Brechtian Cinemas, Nenad Jovanovic uses examples from select major filmmakers to delineate the variety of ways in which Bertolt Brecht’s concept of epic/dialectic theatre has been adopted and deployed in international cinema. Jovanovic critically engages Brecht’s ideas and their most influential interpretations in film studies, from apparatus theory in the 1970s to the presently dominant cognitivist approach. He then examines a broad body of films, including Brecht’s own Mysteries of a Hairdressing Salon (1923) and Kuhle Wampe (1932), Jean-Marie Straub and Danièle Huillet’s History Lessons (1972), Peter Watkins’s La Commune (2000), and Lars von Trier’s Nymphomaniac (2013). Jovanovic argues that the role of montage—a principal source of artistic estrangement (Verfremdung) in earlier Brechtian films—has diminished as a result of the technique’s conventionalization by today’s Hollywood and related industries. Operating as primary agents of Verfremdung in contemporary films inspired by Brecht’s view of the world and the arts, Jovanovic claims, are conventions borrowed from the main medium of his expression, theatre. Indeed, the mass addresses, which were broadcast live on radio, taped for re-broadcast, and in many cases filmed for play on theater newsreels throughout the Third Reich, constituted one of the most thorough exploitations of media in history. Because such evil lay at the heart of the National Socialist movement, its overwhelming rhetoric has often been negatively characterized as propaganda. As Randall Bytwerk points out, however, the "propaganda" label was anything but negative in the minds of the leaders of the National Socialist movement.
