Building upon the success of the inaugural IEEE PCM 2000 in Sydney in December 2000, the second PCM again brought together the researchers, developers, practitioners, and educators of multimedia in the Pacific area. Theoretical breakthroughs and practical systems were presented at this conference, thanks to the sponsorship by the IEEE Circuit and Systems Society, IEEE Signal Processing Society, China Computer Foundation, China Society of Image and Graphics, National Natural Science Foundation of China, Tsinghua University, and Microsoft Research, China. IEEE PCM 2001 featured a comprehensive program including keynote talks, regular paper presentations, posters, demos, and special sessions. We received 244 papers and accepted only 104 of them as regular papers, and 53 as poster papers. Our special session chairs, Shin'ichi Satoh and Mohan Kankanhalli, organized 6 special sessions. We acknowledge the great contribution from our program committee members and paper reviewers who spent many hours reviewing submitted papers and providing valuable comments for the authors. The conference would not have been successful without the help of so many people. Traditionally, the machine end of human–machine interaction has been very passive, and certainly has had no means of recognizing or expressing a?ective information. But without the ability to process such information, computers cannot be expected to communicate with humans in a natural way. The ability to recognize and express a?ect is one of the most important features of - man beings. We therefore expect that computers will eventually have to have the ability to process a?ect and to interact with human users in ways that are similar to those in which humans interact with each other. A?ective computing and intelligent interaction is a key emerging technology that focuses on m- iad aspects of the recognition, understanding, and expression of a?ective and emotional states by computers. The topic is currently a highly active research area and is receiving increasing attention. An international community of university teachers is constituted; they exchange their experience and their pedagogical tools. They discuss the best ways to transfer the rapidly changing techniques to their students, and to introduce them to the new physical and mathematical concepts and models for the innovative techniques, devices, circuits and design methods. The number of abstracts submitted to EWME 2000 (about one hundred) enabled the scientific committee to proceed to a clear selection. EWME is a European meeting. Indeed, authors from 20 different European countries contribute to this volume. Nevertheless, the participation of authors from Brazil, Canada, China, New Zealand, and USA, shows that the workshop gradually attains an international dimension. th The 20 century can be characterized as the "century of electron". The electron, as an elementary particle, was discovered by J.J. Thomson in 1897, and was rapidly used to transfer energy and information. Thanks to electron, universe and micro-cosmos could be explored. Electron became the omnipotent and omnipresent, almost immaterial, angel of our W orId. This was made possible thanks to electronics and, for the last 30 years, to microelectronics. Microelectronics not only modified and even radically transformed the industrial and the every-day landscapes, but it also led to the so-called "information revolution" with which begins the 21 st century.
