Conducting careful readings and translations of recently released documents in Russian, Japanese, and Chinese, Ishikawa Yoshihiro builds a portrait of the party's multifaceted character, revealing the provocative influences that shaped the movement and the ideologies of its competitors. Making use of public and private documents and research, Ishikawa begins the story in 1919 with Chinese intellectuals who wrote extensively under pen names and, in fact, plagiarized or translated many iconic texts of early Chinese Marxism. Chinese Marxists initially drew intellectual sustenance from their Japanese counterparts, until Japan clamped down on leftist activities. The Chinese then turned to American and British sources. Ishikawa traces these networks through an exhaustive survey of journals, newspapers, and other intellectual and popular publications. He reports on numerous early meetings involving a range of groups, only some of which were later funneled into CCP membership, and he follows the developments at Soviet Russian gatherings attended by a number of Chinese representatives who claimed to speak for a nascent CCP. Concluding his narrative in 1922, one year after the party's official founding, Ishikawa clarifies a traditionally opaque period in Chinese history and sheds new light on the subsequent behavior and attitude of the party.

One result of this widely accepted view is that China specialists have often neglected the study of decision-making as a process. Concentrating upon the neighbouring but contrasting provinces of Sichuan and Guizhou during the decade before the Cultural Revolution, this book examines the interaction between centre and province and, without adopting a 'centralist' or a 'pluralist' viewpoint, argues that a spatial dimension is of necessity part of the Chinese decision-making process. Particular attention is paid to the variability of this interaction over time.

Book excerpt: With the implementation of economic reforms in China from 1979 came the abolition of the "iron rice-bowl", the social and employment guarantees underpinning communist rule in Maoist China. This study analyses changes in the protection of social rights in China since 1979 for the middle-income level of the urban population, based on family interviews and documentary studies. It shows how conditions for employment, housing, social security and education have undergone a complete transformation as a consequence of the transition to a market economy. While the Chinese population has benefited from more freedom of choice and movement for the individual citizen, there is less stable protection of the right to work, health care, housing and education. Moreover, channels of popular participation in the decision-making process remain fragile and knowledge of complaints mechanisms and legal remedies is poor.

According to the report delivered at the 19th Party Congress, and according to the “two-stage” strategic plan, this book looks ahead in detail to the overarching objective and sub-objectives of essentially achieving socialist modernization by 2035, discusses the building of a great modern socialist country in all respects from the perspective of the Party’s six-sphere integrated plan of economic, political, cultural, social, ecological civilization, and national defense construction, and provides policy proposals. This book also analyzes the influence and the effect of the socialist modernization with Chinese characteristics on the world and it further presents the third centenary goal. In conclusion, this book is an elaboration of the work of the Institute for Contemporary China Studies, Tsinghua University.
