Book excerpt: Assessment of human casualties in earthquakes has become a topic of vital importance for national and urban authorities responsible for emergency provision, for the development of mitigation strategies and for the development of adequate insurance schemes. In the last few years important work has been carried out on a number of recent events (including earthquakes in Kocaeli, Turkey 1999, Niigata Japan, 2004, Sichuan, China 2008 and L'Aquila,Italy 2009). These events have created new and detailed casualty data, which has not until now been properly assembled and evaluated. This book draws the new evidence from recent events together with existing knowledge. It summarises current trends in the understanding of the factors influencing the numbers and types of casualties in earthquakes; it offers methods to incorporate this understanding into the estimation of losses in future events in different parts of the world; it discusses ways in which pre-event mitigation activity and post-event emergency management can reduce the toll of casualties in future events; and it identifies future research needs.

With the MCDM conference, these new challenges and tools can easily be shared with the multiple-criteria decision making community. The workshop program included nine workshops which focused on different topics in new research challenges and initiatives of MCDM. We received more than 350 submissions for all the workshops, out of which 121 were accepted. This includes 72 regular papers and 49 short papers. Bringing together 26 case studies from six continents, this volume provides a unique resource that discusses, in considerable depth, the multifaceted matrix of natural and human-made disasters. It examines their bearing on the loss of human and productive capital; the conduct of national policies and the setting of national development priorities; and on the nature of international aid and bilateral assistance strategies and programs of donor countries. In order to ensure the efficacy and appropriateness of their support for disaster survivors, international agencies, humanitarian and disaster relief organizations, scholars, non-governmental organizations, and members of the global emergency management community need to have insight into best practices and lessons learned from various disasters across national and cultural boundaries. The evidence obtained from the numerous case studies in this volume serves to build a worldwide community that is better informed about the cultural and traditional contexts of such disasters and better enabled to prepare for, respond to, and finally rebuild sustainable communities after disasters in different environments.
